Exemptions from this Regulation should be made for certain articles in relation to which the expected migration level is low, such as crystal glass, enamels and precious and semi-precious stones, or acceptable provided that a certain content limit is not exceeded, which may be the case for brass alloys, and for specified articles whose small size means that exposure to lead is minimal, namely tips of writing instruments.

Aangezien bij Richtlijn 69/493/EEG van de Raad van 15 december 1969 voor de onderlinge aanpassing der wetgevingen van de lidstaten inzake kristalglas het loodgehalte van kristalglas is vastgesteld en de vervanging van lood in kristalglas bijgevolg technisch niet mogelijk is, is het gebruik van gevaarlijke stoffen in onder die richtlijn vallende specifieke materialen en onderdelen onvermijdelijk.
Since Council Directive 69/493/EEC of 15 December 1969 on the approximation of the laws of the Member States relating to crystal glass prescribes the amount of lead to be present in crystal glass and the substitution of lead in crystal glass is therefore technically impracticable, the use of this hazardous substance in specific materials and components covered by that Directive is unavoidable.
