Agrees with the Commission that IP must have an effective, integrated governance structure including the monitoring of activities; recalls the EP’s recommendation in the Lange report on industry to establish a permanent Commission IP task force of relevant directorates-general that takes into account the input of stakeholders and coordinates and monitors implementation; stresses that Parliament should be regularly informed on IP developments and asks the Commission to report annually to Parliament on the progress of RISE and the extent to which its ambitions are being met with the tools available; proposes that the taskforces for the priority action lines also publish an annual report; calls also on the Commission to study and identify the overcapacity and restructuring challenges facing European industry and particular sectors with the view to putting forward short-term solutions and calls on the Commission to monitor any offshoring of European manufacturing; stresses that RISE needs an alliance of and partnership with stakeholders from industry from different sectors (including SMEs), trade unions, academia and civil society, such as consumer watchdogs and non-governmental organisations; calls on the Commission to make full use of Article 173(2) of the Treaty to advance RISE and marshal its resources more effectively; points to the importance of improving the manner in which the Union communicates its IP to the public and in particular young people, so as to enhance the importance of European industry, its jobs and know-how;

Notes that, in the EU, cooperatives are becoming increasingly important and that there are about 160 000 cooperative enterprises owned by 123 million members and providing jobs for 5,4 million people – including around 50 000 cooperative enterprises in industry and services providing jobs for 1,4 million persons – and that cooperatives contribute, on average, around 5 % to the GDP of each Member State; notes that, over the past few years, several hundred industrial and service cooperative enterprises have been established as the result of the restructuring of businesses in crisis or without successors, thereby saving and re-developing local economic activities and jobs; notes that industrial and service cooperative groups have had a key impact on regional development in some of the most industrialised regions of the EU; notes that “social” cooperatives specialised in labour integration provide jobs to over 30 000 disabled and disadvantaged persons in the industrial and service sectors; points out that cooperatives have become a model for the self-employed and the liberal professions, and that this model has grown significantly in new sectors, such as social and health care services, digital and business support services and services of general interest previously provided by the public sector (e.g. environmental services and management of natural spaces, education and culture, and production of energy from renewable sources); notes that cooperatives therefore play a very important role in the EU in economic, social, sustainable development, and employment terms, in addition to being a springboard for social innovation, which is a very important topic in both the EU 2020 strategy and Horizon 2020, and help to serve the objective of the sustainable economic and social development of regional and local communities;

Notes that the absence of a common defence industrial policy has led to considerable fragmentation of the defence market in terms of demand and supply, regulations and standards; recognises that a common defence industrial policy makes sense economically to reinforce the role of the European Union on the global scale and maintain Europe’s technological capacity while still taking into account the specificities of each Member State; believes therefore that European defence industrial policy should promote multidimensional cooperation for the benefit of the EU, outlining the main industrial objectives, mapping the comparative advantages and strategic industrial sectors and emphasising the role of the European Defence Agency (EDA), one of main actors in defining European industrial policy, and the North Atlantic Treaty Organisation (NATO) bodies in supporting cooperation among Member States; further recognises the need for the Defence Industrial Headline Goal 2030 to help coordinate the defence policies of the Member States; notes that cross-border and transatlantic industrial cooperation can facilitate access to new technologies, promote advanced product development and provide an incentive to seek effective measures to reduce costs and shorten the production cycle; notes that due to the financial crisis no EU defence industry can be viable on a national basis and that pursuing consolidation of the EU defence industry will lead to decreasing defence budgets;
