Following up the Montreal Climate Action Plan under the UN Framework Convention on Climate Change, to prepare options for a post-2012 arrangement without delay, through engaging constructively in a broad dialogue on long-term cooperative action, and at the same time through Articles 3.9 and 9.2 of the Kyoto Protocol, including the consideration of further commitments for Parties included in Annex I to the Convention for the period beyond 2012 in accordance with Article 3.9 of the Kyoto Protocol and of the Community's future role on actions to be taken to achieve the 2°C objective, as recalled in the Conclusions on climate change adopted by the Council on 9 March 2006, as elements of the strategy due to be discussed during the second half of 2006, taking advantage of the review of the EU Emission Trading Scheme and the work under the European Climate Change Programme (ECCP II);
