The late 1990s have also seen a marked increase in efforts at regional dialogue and cooperation, particularly in East Asia, with the birth of the "ASEAN plus 3" dialogue (and the earlier establishment of an East Asian presence in ASEM), with the gradual strengthening of the ARF as a confidence-building forum, and with increasing signs of a growing sense of East Asian identity (perhaps influenced in large part by a shared experience during the financial crisis).

Het GEEREF zal regionale subfondsen ondersteunen voor landen in Afrika bezuiden de Sahara, het Caribisch gebied en de Stille Oceaan (ACS-regio), de landen van het Europees nabuurschap (inclusief Noord-Afrika en de Oost-Europese niet-EU-landen, waaronder Rusland), Latijns-Amerika en Azië (inclusief Centraal-Azië en het Midden-Oosten)[13]. The GEEREF will support regional sub-funds for Sub-Saharan Africa, Caribbean and Pacific Island States (ACP region), the countries of the European Neighbourhood (including North-Africa and non-EU Eastern Europe including Russia), Latin America, and Asia (including Central Asia and the Middle East).[13] The new Development Cooperation Instrument (DCI) will provide the legal basis and the GEEREF will be incorporated into the Thematic Programme for Environment and Sustainable Management of Natural Resources, including Energy (ENRTP) set out in that Instrument.[14] Funding will be market-driven whilst priority will be given to investments in those countries or regions with renewable energy and energy efficiency policies that are conducive to private sector engagement.

C. aware of the need to address, with utmost urgency, the serious problems of high unemployment and poor economic development, weak public governance and the increasing risk of loss of confidence in State institutions, and of the firm commitment of the national parliaments of South-Eastern Europe to focus their efforts on bringing their countries closer to the EU and to their integration into Euro-Atlantic structures; whereas such a path demands that each country ensures its self-sustainability as a sovereign State and, wherever appropriate, successfully completes the process of ‘ownership’ and transfer of responsibilities from the international community to its own institutions,

(16) Gezien de werkingssfeer van deze verordening, dienen derhalve te worden gewijzigd: Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp ten gunste van bepaalde landen in Midden- en Oost-Europa(7), Besluit 97/256/EG van de Raad van 14 april 1997 tot verlening van een garantie van de Gemeenschap voor verliezen van de Europese Investeringsbank op leningen voor projecten buiten de Gemeenschap (landen in Midden- en Oost-Europa, mediterrane landen, landen in Azië en Latijns-Amerika, Zuid-Afrika, de Voormalige Joegoslavische Republiek Macedonië, en Bosnië-Herzegovina)(8), Besluit 1999/311/EG van de Raad van 29 april 1999 tot goedkeuring van de derde fase van het trans-Europees Mobiliteitsprogramma voor hoger onderwijs (Tempus III) (2000-2006)(9), en Verordening (EEG) nr. 1360/90 van de Raad van 7 mei 1990 tot oprichting van een Europese Stichting voor opleiding(10).
(16) In the light of the scope of this Regulation, consequent changes will need to be made to Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE)(7), to Council Decision 97/256/EC of 14 April 1997 granting a Community guarantee to the European Investment Bank against losses under loans for projects outside the Community (Central and Eastern European countries, Mediterranean countries, Latin American and Asian countries, South Africa, the Former Yugoslav Republic of Macedonia and Bosnia and Herzegovina)(8), to Council Decision 1999/311/EC adopting the third phase of the trans-European cooperation scheme for higher education (Tempus III) (2000 to 2006)(9) and to Council Regulation (EEC) No 1360/90 of 7 May 1990 establishing a European Training Foundation(10).
