Op 15 december 2016 bereikten de staatshoofden en regeringsleiders van de EU overeenstemming over een juridisch bindend besluit over de interpretatie van bepaalde aspecten van de associatieovereenkomst met Oekraïne, om te verduidelijken dat de overeenkomst geen uitzicht op lidmaatschap van de Europese Unie noch collectieve veiligheidsgaranties of militaire hulp/bijstand aan Oekraïne inhoudt. Ook krijgen Oekraïense burgers geen toegang tot de arbeidsmarkt van de EU-lidstaten en zijn de lidstaten niet verplicht financiële bijstand aan Oekraïne te verstrekken. Ook werd benadrukt dat de bestrijding van corruptie een essentieel element van de overeenkomst is.
