Macrofinanciële bijstand moet de begunstigde landen ondersteunen in hun gehechtheid aan de waarden die zij met de Unie delen, waaronder democratie, de rechtsstaat, goed bestuur, eerbiediging van de mensenrechten, duurzame ontwikkeling en armoedebestrijding, alsook aan de beginselen van open, op regels gebaseerde en eerlijke handel.
Macro-financial assistance should support the beneficiary countries' commitments to common values with the Union, including democracy, the rule of law, good governance, respect for human rights, sustainable development and poverty reduction, as well as to the principles of open, rules-based and fair trade.

In tegenstelling tot andere instrumenten van de Unie waarmee rechtstreekse steun wordt gegeven aan haar externe beleid (zoals het instrument voor pre-toetredingssteun (2) , het Europese nabuurschapsinstrument (3) , het ontwikkelingssamenwerkingsinstrument (4) , enz) mag macrofinanciële bijstand niet worden gebruikt voor reguliere financiële ondersteuning en mag deze bijstand evenmin primair gericht zijn op de ondersteuning van de economische en sociale ontwikkeling van de begunstigde landen.
Unlike other Union instruments providing direct support for its external policies (such as the Instrument for Pre-accession Assistance (2), the European Neighbourhood Instrument (3), the Development Cooperation Instrument (4) etc), macro-financial assistance should not be used to provide regular financial support nor have as its primary aim supporting the economic and social development of the beneficiary countries.
