The Commission proposal for harmonization and approximation of the laws, regulations or administrative provisions of the Member States regarding the manufacture, presentation and sale of tobacco products substitutes three existing directives (89/622/EEC; 90/239/EEC and 92/41/EEC) dealing with the tar content of cigarettes, oral tobacco, and labelling of tobacco products and aims at updating and completing existing provisions in the light of new developments based on scientific facts, taking as a basis a high level of public health protection.

Belangrijk in het voorstel is vooral dat het maximale teergehalte van sigaretten van 12 mg tot 10 mg per sigaret wordt verlaagd en er voor nicotine en koolmonoxide een grenswaarde van respectievelijk 1 mg en 10 mg per sigaret wordt vastgelegd.
