12. verzoekt de Commissie om de effectiviteit, en de zichtbaarheid van het ESF bij de burger, te verbeteren om het toegankelijker te maken ter verhoging van de toewijzingen uit het fonds, teneinde voor de burgers de mogelijkheden voor de toegang tot de arbeidsmarkt te verruimen door nu echt werk te maken van permanente educatie waardoor zij zich kunnen aanpassen aan de arbeidsmarktontwikkelingen in deze tijd van globalisering en "digitalisering" van de werkgelegenheid, de arbeidsparticipatie te verhogen door middel van flexibele werktijden, bevordering van deeltijdwerk en telewerken, het bieden van kansen aan Europese burgers met speciale aandacht voor degenen die het meest benadeeld zijn (nationale etnische minderheden zoals de Roma-minderheid en gehandicapten), zodat zij de mogelijkheid krijgen zich inzetbaar en flexibel op te stellen en de voorwaarden worden geschapen voor een duurzame groei en economische en sociale cohesie; herinnert eraan dat de doeltreffendheid van het ESF afhangt van de mate waarin het zich weet aan te passen aan plaatselijke problemen en specifieke territoriale vereisten; onderstreept het belang van permanente scholing voor alle ESF-medewerkers; verzoekt de Commissie en de lidstaten daarom sterke synergieën te creëren tussen de Structuurfondsen en relevant Europees beleid, en projecten te bevorderen die voorzien in de behoeften van de arbeidsmarkt;
12. Calls on the Commission to boost the effectiveness and public profile of the ESF, thus making it more accessible, with a view to having more funds allocated to it for expanding access to the job market through the effective implementation of lifelong training to enable people to adapt to labour-demand changes in an era of globalisation and the computerisation of work, and for introducing flexible working time and promoting part-time working and teleworking as means of getting more people into the job market, guaranteeing opportunities for European citizens, with special emphasis on the most disadvantaged people (national, ethnic minorities such as the Roma minority and the disabled), to make themselves more employable and adaptable and generating the conditions for smart, sustainable and inclusive growth and economic and social cohesion; recalls that the effectiveness of the ESF depends on its capacity to adapt to local problems and specific territorial requirements; underlines the importance of lifelong vocational training for all ESF employees; therefore calls on the Commission and Member States to secure strong synergies between the Structural Funds and relevant European policies as well as promote projects that meet demands of the labour market;

Acknowledges the important role of the private sector, and particularly of financial institutions, in providing consumers with information on financial services; emphasises, however, that financial education should be offered in a fair, unbiased and transparent manner, so as to serve the interests of the consumer, and that it must be clearly distinguished from commercial advice or advertising; in order to achieve this goal, encourages financial institutions to develop codes of conduct for their staff;
