I. overwegende dat veel van de docenten op de middelbare school Lucian Blaga in Tiraspol zijn onderworpen aan illegale ondervragingen door de separatistische milities en onder druk zijn gezet om belasting te betalen aan de zelfbenoemde autoriteiten in Transnistrië en niet aan de Moldavische staat; overwegende dat de bankrekeningen van de school in januari 2014 op illegale wijze werden geblokkeerd door de zelfbenoemde autoriteiten; overwegende dat op 5 februari 2014 het schoolhoofd, de hoofdboekhouder en de chauffeur van de middelbare school Lucian Blaga zijn vastgehouden terwijl zij onderweg waren om de salarissen van de medewerkers van de middelbare school over te brengen;
I. whereas many of the teachers at the Lucian Blaga high school in Tiraspol have been subjected to illegal interrogation by the separatist militia and pressure to pay their taxes to the self-proclaimed authorities in Transnistria and not to the Moldovan state; whereas the school’s bank accounts were illegally blocked for several weeks in January 2014 by the self-proclaimed authorities; whereas on 5 February 2014 the principal, the accountant and the driver of the ‘Lucian Blaga’ high school were detained when they were transporting the salaries of the high school's staff;

Condemns the increased administrative pressure being exercised by the self-proclaimed authorities in Transnistria, in particular higher rents prices, the abolition of free rental contracts (affecting the Gymnasiums in Corjova and Roghi), restrictions on bank account use and harassment of teachers (Lucian Blaga high school, January 2014) culminating with the detention of the principal, the accountant and the driver of the high school on 5 February 2014;

45. Welcomes the important steps taken to implement inclusive education, leading to a marked increase in the proportion of Roma children enrolled in primary school, with two out of three Roma children now completing primary school compared to just over one in four some years ago; remains concerned at the continuing low proportion of Roma children attending secondary school and the fact that 70 % of Roma children are not attending school at all; calls on the Serbian Government to ensure that all Roma children and young people are given an equal chance or second chance to return to school; emphasises that equal access to quality early childhood education is of particular importance for children from deprived backgrounds and is paramount to breaking the intergenerational cycle of poverty and social exclusion; notes with concern that young children are being disproportionally affected by the economic crisis, as reflected in the dramatic increase in the proportion of children living in absolute poverty between 2008 and 2010; recalls that poverty in childhood is closely and consistently associated with poorer physical health, impaired cognitive development, underachievement in school and social risks, entailing higher costs to the legal and social protection systems; calls on the Serbian Government to act to address child poverty and social exclusion;

Furthermore, recent studies highlight for example that 54% of Med-MENA first-generation immigrants with a university degree reside in Canada and the USA, while 87% of those having a lower than primary, a primary or a secondary level education are in Europe[14].
