Op 7 april 2008 heeft de Raad bij Besluit 2008/298/GBVB (1) Besluit 2001/80/GBVB van 22 januari 2001 houdende instelling van de Militaire Staf van de Europese Unie (2) gewijzigd, teneinde onder meer de taken van de Militaire Staf van de Europese Unie (EUMS) met betrekking tot het operatiecentrum van de EU te omschrijven.
On 7 April 2008, by Decision 2008/298/CFSP (1) the Council amended Decision 2001/80/CFSP of 22 January 2001 on the establishment of the Military Staff of the European Union (2) to specify, inter alia, the tasks of the Military Staff of the European Union (EUMS) in relation to the EU Operations Centre.

Op 19 november 2007 verwelkomde de Raad het rapport van de secretaris-generaal/hoge vertegenwoordiger („SG/HV”) over het vermogen van de militaire staf van de EU om de eerste fasen van door de EU geleide operaties op strategisch niveau te plannen, waarom in mei 2007 door de Raad was verzocht, en hechtte zijn goedkeuring aan de aanbevelingen om de vier maatregelen en de in het militaire advies omschreven acties als pakket uit te voeren.
On 19 November 2007 the Council welcomed the report by the Secretary General/High Representative (SG/HR) on the EU Military Staff's ability to conduct early planning at the strategic level for EU-led operations, as requested by the Council in May 2007, and approved the recommendations to implement, as a package, the four measures, together with the actions identified in the military advice.

De Militaire Staf wordt belast met vroegtijdige waarschuwing, situatiebeoordeling en strategische planning voor de in artikel 17, lid 2, VEU bedoelde opdrachten en taken, met inbegrip van die welke zijn omschreven in de Europese veiligheidsstrategie.
The Military Staff is to perform early warning, situation assessment and strategic planning for missions and tasks referred to in Article 17(2) of the TEU, including those identified in the European Security Strategy.

Members of the Military Staff of the European Union shall be subject to rules established in Council Decision 2007/829/EC of 5 December 2007 concerning the rules applicable to national experts and military staff on secondment to the General Secretariat of the Council (3).

Voorts kan de Raad, wat het uitvoeren van autonome militaire operaties betreft, in bepaalde omstandigheden op advies van het Militair Comité van de Europese Unie besluiten, gebruik te maken van de collectieve capaciteit van de Militaire Staf van de Europese Unie, met name wanneer een gezamenlijke civiel-militaire reactie vereist is en wanneer er geen nationaal hoofdkwartier is aangewezen.
Furthermore, regarding the conduct of autonomous military operations, in certain circumstances the Council may decide, upon the advice of the EU Military Committee, to draw on the collective capacity of the EUMS, in particular where a joint civil-military response is required and where no national Headquarters is identified.
