1. Onverminderd de beginselen inzake technologie- en dienstenneutraliteit dienen de lidstaten in samenwerking met de Commissie de nodige maatregelen te nemen om te verzekeren dat in de Unie voldoende spectrum wordt toegewezen voor de beoogde capaciteit en dekking teneinde ervoor te zorgen dat draadloze toepassingen daadwerkelijk bijdragen tot de realisatie van de doelstelling om alle burgers tegen 2020 toegang te verschaffen tot breedband met een snelheid van minstens 30 Mnps.
1. Without prejudice to the principles of service and technology neutrality, Member States, in cooperation with the Commission, shall take all steps necessary to ensure that sufficient spectrum for coverage and capacity purposes is allocated within the Union, in order to ensure that wireless applications contribute effectively to achieving the target for all citizens to have access to broadband of a speed of at least 30 Mbps by 2020.
