Calls on the Commission and the Member States to recall the importance of achieving the Barcelona targets in order to make work-life balance a reality for all, as well as of implementing the appropriate legislative and non-legislative actions foreseen in the Commission’s roadmap on work-life balance published in August 2015, and using the appropriate tools and incentives, including European funds such as the European Social Fund, the European Regional Development Fund and the European Agricultural Fund for Rural Development, to guarantee the provision of affordable quality care for children and other dependent persons, including elderly dependents and family members with disabilities; stresses the importance of rational and flexible working hours in order to enable parents and carers to contribute to a sound work-life balance; recalls the importance of full protection of social rights for the specific circumstances of the self-employed, without which innovative and inclusive entrepreneurship is not possible;

Believes that the private copying system is a virtuous system that balances the exception for copying for private use with the right to fair remuneration for rightholders, and that it is worth preserving, especially in cases where rightholders are not in a position to license directly the right of reproduction on multiple devices; considers that there is no alternative to this balanced system in the short term; stresses, however, that discussions need to be held in the long term with a view to continually assessing the private copying system in the light of digital and market developments and consumer behaviour and, if possible, exploring potential alternatives that would fulfil the objective of striking a balance between the exception for copying by consumers and the compensation of creators;

Member States shall ensure that, under normal business conditions and over a reasonable period which shall not exceed a period of five years, the profit and loss account of an infrastructure manager shall at least balance income from infrastructure charges, surpluses from other commercial activities, non-refundable incomes from private sources and State funding, on the one hand, including advance payments from the State, where appropriate, and infrastructure expenditure, on the other hand.

If the administering State adopts the procedure of conversion of the penalty, that State (a) will be bound by the findings as to the facts in so far as they appear explicitly or implicitly in the judgment handed down in the sentencing State; (b) may, unless it has made a declaration to the contrary, convert a custodial penalty into a financial penalty if the penalty is less than or equal to a period of six months; and (c) may not aggravate the penal position of the sentenced person and will not be bound by any minimum penalty which its own law may provide for the offence or offences committed (Article 8(5)).
