Welcomes the initiatives to reopen the Greek orphanage of Büyükada as an international cultural centre, and underlines the importance of lifting all obstacles to a speedy reopening of the Halki Seminary; welcomes and expects the speedy implementation of the declaration by the Government of Turkey regarding the reopening of a Greek minority school on the island of Gökçeada (Imbros), which constitutes a positive step towards the preservation of the bicultural character of the Turkish islands of Gökçeada (Imbros) and Bozcaada (Tenedos), in line with Resolution 1625 (2008) of the Parliamentary Assembly of the Council of Europe; notes, however, that further steps are needed to address the problems encountered by members of the Greek minority, particularly with regard to their property rights;

The Commission was satisfied that the new events listed in the Italian measures met at least two of the following criteria considered to be reliable indicators of the importance of events for society: (i) a special general resonance within the Member State, and not simply a significance to those who ordinarily follow the sport or activity concerned; (ii) a generally recognised, distinct cultural importance for the population in the Member State, in particular as a catalyst of cultural identity; (iii) involvement of the national team in the event concerned in the context of a competition or tournament of international importance; and (iv) the fact that the event has traditionally been broadcast on free television and has commanded large television audiences.

The Signatories welcomed the Agreement as a reflection of their joint determination to provide a firm and more formal basis for the whole range of scientific and technological activities: at European Union level, firstly, the Framework Programme and its specific programmes, all of which are open to participation by Russian teams, inter alia the programme on international cooperation(INCO) including the New Independent States with the Copernicus programme, and also providing support from the INTAS programme, the International Science and Technology Centre funded by the TACIS programme, and the Eureka and COST cooperation frameworks.

JRC (Joint Research Centre) programme (Euratom) JRC's specific programme for the Fifth Framework Programme is shaped with a view to focusing activities in areas where they have a high European added value or which correspond to tasks entrusted to the Commission by the Euratom Treaty. These activities aim to optimise, in a European, or even international framework, the use of JRC's special facilities and core competencies, in particular in areas where the JRC has acquired a level of excellence and is the unique holder of European knowledge. II. The Council reached a broad measure of agreement on the content of the horizontal programme "Improving human research potential and the socio-economic knowledge base".

De Commissie zal daarom actief bijdragen tot snelle vorderingen met het oog op een uitbreiding van het Executieverdrag van Brussel van 1968 tot gezinsaangelegenheden, inclusief de mogelijkheid om de werkingssfeer van dit nieuwe instrument uit te breiden tot andere aangelegenheden, in het bijzonder het toezicht over kinderen. - Fraude is een ander werkgebied van titel VI dat thans in het centrum staat van de politieke belangstelling (zie tevens 6.4). De burgers van de Unie wensen als belastingbetalers een doeltreffend en van fraude vrij beheer van de Gemeenschapsbegroting. In het kader van haar voortdurende streven om dit probleem aan te vatten zal de Commissie aandringen op spoedige goedkeuring van de twee in 1994 ingediende voorstellen betreffende de administratieve en strafrechtelijke sancties, waarvan laatstgenoemde gebaseerd zijn op titel VI van het Verdrag. Zij zal toenemende aandacht aan dit vitale onderwerp blijven besteden, waarvoor ook de Lid-Staten een grote verantwoordelijkheid dragen. 5. EEN STERKE EN BETROUWBARE PARTNER IN INTERNATIONAAL VERBAND De Unie zal op politiek vlak steeds meer haar eigen persoonlijkheid en verantwoordelijkheid uitdragen. Het gaat hier om een beginselkwestie - ondersteuning van de democratie en de rechtsstaat, eerbiediging van de fundamentele vrijheden en de mensenrechten. De Commissie is vastbesloten om de aanwezigheid van de Europese Unie vooral bij onze naaste buren duidelijk te maken door een combinatie van de instrumenten waarover zij beschikt - politieke dialoog, ontwikkelingshulp, humanitaire hulp.
The prime responsibility for this part of the plan lies with the Member States, but the Commission will play an active part with a particular view to ensuring coherence with the other aspects of the plan which fall under Community competence or in the framework of the common foreign and security policy. The importance of this global plan has been emphasized by both the Corfu and the Essen European Councils which expressed the wish that it be adopted in June. However, the Commission will not remain inactive in the meantime, and it intends to take concrete steps to prepare for the implementation of this plan by, amongst other things, defining the scope of action which might be taken under the new legal basis provided by Title VI, and by contributing to the rapid development of the European Monitoring Centre for Drugs and Drug Addiction, which has its headquarters in Lisbon. - Judicial cooperation in civil matters also opens up areas for further developments which could contribute to alleviating problems encountered by many European citizens and their families in their daily life. The Commission will therefore actively seek to extend the 1968 Brussels Convention to cover family matters, possibly including other matters such as the custody of children. - Fraud is another area of Title VI which is now in the forefront of political debate (see also 6.4). The Union's citizens, as taxpayers, want an efficient and fraud-free management of the Community budget. In the framework of its ongoing endeavours to tackle this problem, the Commission will press for the early adoption of the two proposals tabled in 1994 concerning administrative and penal sanctions, the latter based on Title VI of the Treaty.
