De Europese Unie blijft achter de besluiten en de resolutie over het Midden-Oosten staan die zijn aangenomen door de NPV-toetsings- en verlengingsconferentie van 1995, en achter de slotdocumenten van de NPV-toetsingsconferenties van 2000 en 2010.

Calls for a strengthening of the international system of treaties and regimes against the proliferation of weapons of mass destruction; stresses the need for closer cooperation between the EU and the United States in combating terrorism and the proliferation of weapons of mass destruction, in compliance with international law, and for both sides to support the role that the UN must play in these areas; urges the Council to discuss with its US counterparts how to make a positive approach to future NPT Preparatory Committees (NPT PrepComs), as a first opportunity to strengthen the global non-nuclear proliferation regime in the run-up to the NPT Review Conference in 2010; underlines the need to discuss at the summit a number of nuclear disarmament initiatives based on the ‘13 practical steps’ agreed to unanimously in the 2000 NPT Review Conference; hopes that at this summit the US Administration will be willing to adopt a common strategy with the EU aimed at making progress on disarmament in terms of both weapons of mass destruction and conventional weaponry; calls on the EU and the United States to avoid the potential vacuum in the period 2009-2010, when the major agreements on disarmament will be due to be renewed; hopes that the very important agreements reached in 1999, 2000 and 2001 with Russia will be maintained; calls on the United States to ratify the Comprehensive Test Ban Treaty (CTBT) as a meaningful step towards reducing the operational relevance of nuclear weapons;

26. verzoekt de Raad met de Amerikanen te bespreken op welke wijze de toekomstige NPV-prepcoms positief kunnen worden benaderd als een eerste kans om de mondiale non-proliferatieregeling te versterken in de aanloop naar de NPV-toetsingsconferentie in 2010; onderstreept in dit verband dat tijdens de Top gesproken moet worden over een aantal initiatieven voor nucleaire ontwapening op basis van de tijdens de NPV-toetsingsconferentie in 2000 unaniem overeengekomen '13 praktische stappen'; herhaalt dat dergelijke stappen de impasse kunnen doorbreken bij de goedkeuring van een controleerbaar verdrag inzake het verbod op de vervaardiging van splijtbare materialen voor kernwapens (Fissile Material Cut Off Treaty) en de inwerkingtreding van het Verdrag over een algeheel verbod op kernproeven dichterbij kunnen brengen; wijst erop dat de VS, Frankrijk en het VK in dit verband ook van modernisering van hun kernwapenarsenalen zouden moeten afzien, en dat de VS zijn kernkoppen uit Europa zou moeten terugtrekken; verzoekt de Raad het voortouw te nemen om onderhandelingen te beginnen over het zogenaamde 'kernwapenverdrag' om alle kernwapens in de hele wereld uit te bannen;
26. Urges the Council to discuss with its US counterparts how to make a positive approach to future Non-Proliferation Treaty Preparatory Committees (NPT PrepComs) as a first opportunity to strengthen the global non-nuclear proliferation regime in the run-up to the NPT Review Conference in 2010; underlines in this context the need to discuss at the summit a number of nuclear disarmament initiatives based on the ‘13 practical steps’ agreed to unanimously at the 2000 NPT Review Conference; reiterates its view that, inter alia, such steps break the deadlock on the adoption of a verifiable Fissile Material Cut-Off Treaty and facilitate the entry into force of the Comprehensive Test Ban Treaty; points out that this should also include the non-modernisation of nuclear arsenals in the US, France and the UK, and the withdrawal of US nuclear warheads from European territory; urges the Council to take a leadership role in starting negotiations on the ‘nuclear weapons convention’ aimed at globally banning all nuclear weapons;

Is of the opinion that the 40th anniversary of the Nuclear Non-Proliferation Treaty (NPT) on 1 July 2008 must be seen as an opportunity for the EU to promote the need for nuclear disarmament in its Strategy Against the Proliferation of Weapons of Mass Destruction, with a view to the Preparatory Committees for the forthcoming NPT review conference; reiterates its view that this includes the need for the ‘recognised’ nuclear weapons powers to put forward disarmament initiatives, to make Europe a nuclear-weapon-free zone, and to conclude a global convention banning nuclear weapons;

6. dringt er bij het voorzitterschap op aan om tot aan de toetsingsconferentie van 2010 op gezette tijden voortgangsrapporten uit te brengen over de implementatie van elk van de 43 maatregelen die vervat zijn in het gemeenschappelijk standpunt van de Raad van 25 april 2005 met betrekking tot de in 2005 gehouden NPV-toetsingsconferentie, en een opsomming te geven van de nieuwe toezeggingen die de Raad op NPV-toetsingsconferentie in 2010 hoopt los te krijgen;
6. Urges the Presidency to produce regular progress reports in the years leading up to the 2010 Review Conference on the implementation of each of the 43 measures adopted in the EU Common Position of 25 April 2005 relating to the 2005 NPT Review Conference, as well as a list of new commitments that the Council hopes to achieve at the 2010 NPT Review Conference;

7. dringt er bij het voorzitterschap op aan om in de NPV-voorbereidingscommissie (NPT PrepCom) een aantal ontwapeningsinitiatieven te ondersteunen, op basis van de verklaring van beginselen en doelstellingen waarover aan het slot van de NPV-toetsingsconferentie van 1995 overeenstemming is bereikt, alsmede van de 13 praktische stappen waarover unaniem overeenstemming is bereikt tijdens de NPV-toetsingsconferentie van 2000, welke teksten verbeterd en ten uitvoer gelegd moeten worden teneinde vooruitgang te boeken (om stilstand of achteruitgang te voorkomen);
7. Urges the Presidency to promote at the PrepCom a number of disarmament initiatives, based on the ‘Statement of Principles and Objectives’ agreed upon at the end of the 1995 NPT Review Conference and the ‘13 Practical Steps’ agreed unanimously at the Year 2000 NPT Review Conference, which must improved upon and implemented in order to make progress (to avoid regress or standstill);

(5) De commissie ter voorbereiding van de in 2000 te houden NPV-toetsingsconferentie heeft drie zittingen gehouden, van 7 tot en met 18 april 1997 in New York, van 27 april tot en met 8 mei 1998 in Genève en van 10 tot en met 21 mei 1999 in New York.

(9) In het licht van de resultaten van de toetsings- en verlengingsconferentie van 1995 en van de resultaten en aanbevelingen van de commissie ter voorbereiding van de NPV-toetsingsconferentie van 2000, is het gewenst dat de in Gemeenschappelijk Standpunt 98/289/GBVB vervatte doelstellingen en de uit hoofde daarvan genomen initiatieven worden bijgesteld en verder ontwikkeld.
(9) In the light of the outcome of the 1995 Review and Extension Conference and of the outcome and recommendations of the Preparatory Committee for the NPT 2000 Review Conference, it is appropriate to update and develop further the objectives set out in Common Position 98/289/CFSP, and the initiatives carried out under its terms.
