TRADUCTIONS EN CONTEXTE

In deze geest verleende de Commissie steun voor het OAE-mechanisme voor preventie, beheer en oplossing van conflicten, het ECOWAS-mechanisme voor conflictpreventie, het vredesproces van Lusaka voor de Democratische Republiek Congo (via SADC) en het vredesoverleg van Burundi.
In this spirit, the Commission has supported the OAU Mechanism for Conflict Prevention, Management and Resolution, the ECOWAS conflict-prevention mechanism, the Lusaka Peace Process in the Democratic Republic of Congo (through the SADC) and the Burundi Peace Negotiations.

Ondanks de occasionele negatieve regionale dynamiek (gebied van de Grote Meren) dienen regionale initiatieven te worden gesteund en moet de rol van regionale organisaties (OAE, SADC, ECOWAS,...) in post-conflictsituaties worden versterkt.
Despite occasional negative regional dynamics (Great Lakes region), regional engagement should be supported and the role of regional organisations (OAU, SADC, ECOWAS,...) be strengthened in post-conflict situations.

Op die grondslag heeft de Afrikaanse Unie (AU), die de OAE in 2001 is opgevolgd, op 14 september 2002 in Algiers een actieplan voor terreurpreventie en -bestrijding in Afrika goedgekeurd, dat beoogt om met concrete maatregelen uitvoering te geven aan het verdrag van de OAE.

De politieke dialoog met de OAE werd verder ontwikkeld, in het kader van ontmoetingen tussen de EU-trojka en de OAE, welke in juni op ministerieel niveau en in oktober op het niveau van experts plaats vonden.
Political dialogue with the OAU was developed, with EU troika-OAU meetings, at ministerial level in June and at experts level in October.

* conflicten te voorkomen: vroegtijdige toepassing in Afrika van het Verdrag van Ottawa over het verbod op landmijnen, wederzijds toezicht op de militaire begrotingen en sancties in geval de omvang van deze begrotingen wijst op een agressieve houding ten opzichte van de buurlanden, opneming in de Overeenkomst van een gedragscode voor de wapenhandel, oprichting van vier regionale waarnemingscentra (in de regio van de OAE, uitgezonderd Noord-Afrika) voor de opsporing van spanningen tussen volksgroepen, talen en godsdiensten of discriminatie op grond daarvan, opzet van een permanent systeem per regio voor bemiddeling op basis van deze waarnemingen, vorming van een interafrikaanse legermacht voor bemiddeling met een permanente staf en die alleen op verzoek van de OAE in actie kan komen.
* preventing conflicts: early application in Africa of the Ottawa Treaty banning land mines, mutual scrutiny of military budgets and imposition of sanctions in cases where the size of these budgets suggests an aggressive attitude towards neighbours, the incorporation into the Convention of a code of conduct on arms trading, the setting up of four regional "observatories" (one for each OEU region except North Africa) for monitoring ethnic, linguistic or religious tensions or discrimination, the setting up of a permanent regionalised mediation system based on this monitoring, the setting up of an inter-African intervention force with a permanent high command which can act only at the request of the OAU.
