43. Recalls the Commission strategy for new sources of jobs, in particular by promoting local Community-based services, public services, social services, personal services, cultural services and environmental professions; it is deeply concerned that this strategy could be used up to create sub-employment and ‘mini-jobs’ with low pay levels, to mask unemployment; considers that this strategy should have a focus on the quality and stability of the jobs created so that this does not result in the creation of ‘mini-jobs’;

Hierdoor erkent het Hof weliswaar dat het Europese eenwordingsproces een unieke zaak is en dat de hierdoor ontstaande gemeenschap een novum is, doch helaas sluit de argumentatie van het Hof niet aan bij dit unieke karakter en bij het beginsel van de voortschrijdende ontwikkeling van deze gemeenschap (gericht op de totstandbrenging van "een steeds hechter verbond tussen de Europese volkeren" (art. A/VEU)). Zij is veeleer gericht op het behoud van nationale staten in de traditionele vorm.
Admittedly, the Court thereby recognizes that the process of European unification is unique and that the community which emerges from that process constitutes 'a first'. Unfortunately, at the same time the Court's line of argument is not in keeping with this uniqueness and with the principle of the further development of the Community (directed towards the creation of 'an ever closer union of the peoples of Europe' (Art. A TEU)); its aim rather is to perpetuate the existence of the nation State in its time-honoured form.
