IN-CONTEXT TRANSLATIONS

Er moeten nadere voorschriften worden vastgesteld voor de wijze waarop de door de Commissie gemachtigde ordonnateur met de groep van staten in Afrika, het Caribisch gebied en de Stille Oceaan (ACS) („de ACS-staten”) en de landen en gebieden overzee („LGO's”) de nodige voorzieningen treft voor een goede uitvoering van de activiteiten, in nauwe samenwerking met de nationale, regionale, intra-ACS of territoriale ordonnateur die door de ACS-staten of LGO's is aangewezen.
Detailed rules should be established in accordance with which the authorising officer empowered by the Commission establishes the necessary arrangements with the African, Caribbean and Pacific (ACP) group of States (‘the ACP States’) and the overseas countries and territories (‘OCTs’) to ensure the proper execution of operations, in close cooperation with the national, regional, intra-ACP or territorial authorising officer designated by the ACP States or OCTs.

Niettemin moet deze verordening ook specifieke bepalingen bevatten betreffende tijdelijke actoren die fungeren als de nationale ordonnateur, betreffende de toewijzing van taken door de ACS-staten en de LGO's aan een dienstverlener, en betreffende de versterking van de bescherming van de financiële belangen van de Unie in het geval van indirect beheer met ACS-staten en LGO's.
This Regulation should nonetheless contain specific provisions on temporary actors acting as the national authorising officer, on entrustment by the ACP States and OCTs to a service provider, and on strengthening the protection of Union financial interests in the case of indirect management with ACP States and OCTs.

Wanneer de nationale, regionale, intra-ACS of territoriale ordonnateur de uit hoofde van de ACS-EU-partnerschapsovereenkomst of het LGO-besluit op hem rustende taken niet vervult of niet kan vervullen, kan de bevoegde ordonnateur van de Commissie hem tijdelijk vervangen alsook in zijn naam en voor zijn rekening handelen.
In case the national, regional, intra-ACP or territorial authorising officer does not or is unable to perform the duties incumbent on him or her under the ACP-EU Partnership Agreement or the Overseas Association Decision, the responsible authorising officer of the Commission may temporarily take the former's place and act in the name and on behalf of the former.

5. Om de gedachtewisselingen te vergemakkelijken houden de territoriale ordonnateurs, de betrokken lidstaten en de bij de programmering betrokken vertegenwoordigers van de Commissie minstens eenmaal per jaar een technische vergadering, met behulp van moderne technologieën of, indien mogelijk, in het verlengde van het LGO-EU dialoogforum.
5. To facilitate the exchanges of views, technical meetings shall be held at least once a year between the Territorial Authorising Officers, the Member States concerned and representatives of the Commission involved in the programming, notably through the use of modern technologies or, if possible, as an extension of the OCTs-EU Forum dialogue.

4. In geval van regionale programma’s wijzen de autoriteiten van de deelnemende LGO een regionale ordonnateur aan onder de in artikel 11 genoemde actoren van de samenwerking.
4. In the case of regional programmes, the authorities of the participating OCTs shall designate a Regional Authorising Officer among the actors of cooperation referred to in Article 11.

1. De regering van elk LGO wijst een territoriale ordonnateur aan die haar vertegenwoordigt bij alle acties die uit de door de Commissie en de Europese investeringsbank beheerde middelen van het elfde EOF worden gefinancierd.
1. The Government of each OCTs shall appoint a Territorial Authorising Officer to represent it in all operations financed from the resources of the 11th EDF managed by the Commission and the European Investment Bank.

De territoriale ordonnateur kan, indien de voorwaarden inzake institutionele capaciteit en gezond financieel beheer zijn vervuld, zijn taken in verband met de uitvoering van de betrokken programma’s en projecten delegeren aan de dienst die binnen de bevoegde LGO-autoriteit verantwoordelijk is.
Wherever the conditions regarding institutional capacity and sound financial management are met, the Territorial Authorising Officer may delegate his functions for implementation of the programmes and projects concerned to the body responsible within the competent OCTs authority.

3. Indien in het kader van de in titel VI bedoelde uitvoering in eigen beheer en indirect gedecentraliseerde activiteiten schuldvorderingen die het EOF op de nationale ordonnateur heeft, niet binnen de voorgeschreven termijnen worden geïnd, neemt de bevoegde ordonnateur alle nodige maatregelen om de daadwerkelijke inning van de verschuldigde bedragen te bewerkstelligen, inclusief, in voorkomend geval, stopzetting van het gebruik van dit soort opdrachten voor die staat of dat LGO.
3. As regards the direct labour and indirect decentralised operations referred to in Title VI, where claims from the EDF on the National Authorising Officer are not recovered within the prescribed time-limits, the authorising officer responsible shall take all the necessary measures to obtain actual repayment of the sums due, including, where appropriate, suspension of the use of that type of arrangement for that State or OCTs.
