De samenwerking tussen de lidstaten vóór 1997 bestond evenwel vooral in de traditionele samenwerking tussen regeringen en in internationale organisaties zoals de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO) (EN)(FR) en de Internationale Arbeidsorganisatie (ILO) (EN)(FR), Europese en internationale multilaterale platforms voor samenwerking betreffende met name de arbeidsmarkt.
In the early 1990s, cooperation between Member States mainly took the form of traditional collaboration between governments within international organisations such as the Organisation for Economic and Cooperation and Development (OECD) and the International Labour Organisation (ILO) -- multilateral European and international cooperation platforms -- notably as regards the labour market.

Recognises that the global financial crisis has hit the Black Sea region hard, bringing both a period of growth averaging 6% per annum and the inflow of foreign capital necessary for the further economic development of the Black Sea States to a sharp halt, and has put the region's financial system under extreme stress; emphasises that this needs to be addressed by strengthening financial and banking regulations, improving fiscal credibility and transparency, fighting tax fraud, tax evasion and corruption, intensifying regional cooperation and enhancing coordination among regional organisations such as the BSEC;

3. Bij de tenuitvoerlegging van deze actie zal in het bijzonder nauw worden samengewerkt met het Bureau voor de statistiek van de Europese Gemeenschappen (Eurostat), het Europees Centrum voor de ontwikkeling van de beroepsopleiding (Cedefop), de Europese Stichting voor opleiding (ETF) en de internationale organisaties die op dit gebied actief zijn, met name de Raad van Europa, de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO) en de Organisatie van de Verenigde Naties voor Onderwijs, Wetenschap en Cultuur (Unesco).
3. In implementing this action, close cooperation will be ensured in particular with the Statistical Office of the European Communities (Eurostat), the European Centre for the Development of Vocational Training (Cedefop), the European Training Foundation (ETF) and appropriate international organisations, notably the Council of Europe, the Organisation for Economic Cooperation and Development (OECD) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO).
