„internationale organisatie”: een internationale organisatie in de publieke sector, opgericht krachtens een internationale overeenkomst, alsmede gespecialiseerde agentschappen die door een dergelijke organisatie zijn opgezet, overeenkomstig de betekenis van artikel 58, lid 1, onder c), ii), van het Financieel Reglement; organisaties die gelijkgesteld worden met een internationale organisatie worden geacht internationale organisaties overeenkomstig het Financieel Reglement te zijn.
‘international organisation’ means an international public-sector organisation set up by an international agreement, as well as specialised agencies set up by such an organisation, within the meaning of point (c)(ii) of Article 58(1) of the Financial Regulation; organisations assimilated with an international organisation are considered to be international organisations in line with the Financial Regulation.

Since the objectives of this Regulation, namely clarifying and better defining the role of statutory audit regarding public-interest entities, improving the information that the statutory auditor or the audit firm provides to the audited entity, investors and other stakeholders, improving the communication channels between auditors and supervisors of public-interest entities, preventing any conflict of interest arising from the provision of non-audit services to public-interest entities, mitigating the risk of any potential conflict of interest due to the existing system whereby the auditee selects and pays the auditor or the familiarity threat, facilitating the switching of, and the choice of a statutory auditor or an audit firm to public-interest entities, broadening the choice of statutory auditors and audit firms for public-interest entities and improving the effectiveness, independence and consistency of the regulation and oversight of statutory auditors and audit firms providing statutory audits to public-interest entities including as regards cooperation at Union level, cannot be sufficiently achieved by the Member States but can rather, by reason of their scale, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

Voor de toepassing van deze verordening wordt onder „maatschappelijke organisaties” verstaan niet-winstgevende niet-overheidsactoren die op een onafhankelijke en verantwoordingsplichtige basis werken. Het gaat met name om: niet gouvernementele organisaties, organisaties van de inheemse bevolkingen, organisaties die nationale en/of etnische minderheden vertegenwoordigen, diaspora-organisaties, migrantenorganisaties in partnerlanden, plaatselijke handelsverenigingen en plaatselijke actiegroepen, coöperaties, werkgeversverenigingen en vakbonden (sociale partners), organisaties die economische en sociale actoren vertegenwoordigen, organisaties die corruptie en fraude bestrijden en goed openbaar bestuur bevorderen, burgerrechtenorganisaties en organisaties die discriminatie bestrijden, plaatselijke organisaties (en netwerken daarvan) die werkzaam zijn op het gebied van gedecentraliseerde regionale samenwerking en integratie, consumentenbonden, vrouwen- en jongerenorganisaties, milieu-, onderwijs-, culturele, onderzoeks- en wetenschappelijke organisaties, universiteiten, kerken en religieuze verenigingen en gemeenschappen, media, en alle niet gouvernementele organisaties en onafhankelijke stichtingen, waaronder onafhankelijke politieke stichtingen, die een bijdrage kunnen leveren tot het verwezenlijken van de doelstellingen van deze verordening.
For the purpose of this Regulation, ‘civil society organisations’ are non-State, non-profit making actors operating on an independent and accountable basis which include: non governmental organisations, organisations representing indigenous peoples, organisations representing national and/or ethnic minorities, diaspora organisations, migrants' organisations in partner countries, local traders' associations and citizens' groups, cooperatives, employers associations and trade unions (social partners), organisations representing economic and social interests, organisations fighting corruption and fraud and promoting good governance, civil rights organisations and organisations combating discrimination, local organisations (including networks) involved in decentralised regional cooperation and integration, consumer organisations, women's and youth organisations, environmental, teaching, cultural, research and scientific organisations, universities, churches and religious associations and communities, the media and any non governmental associations and independent foundations, including independent political foundations, likely to contribute to the implementation of the objectives of this Regulation.

Voor de toepassing van deze verordening omvatten actoren uit het maatschappelijk middenveld niet-gouvernementele organisaties, organisaties die inheemse volken vertegenwoordigen, lokale burgergroeperingen en verenigingen van handelaren, coöperaties, vakbonden, organisaties die economische en maatschappelijke belangen vertegenwoordigen, lokale organisaties (met inbegrip van netwerken) die betrokken zijn bij gedecentraliseerde regionale samenwerking en integratie, consumenten­organisaties, vrouwen- en jongerenorganisaties, culturele, onderwijs-, onderzoeks- en wetenschappelijke organisaties, universiteiten, kerken en religieuze verenigingen en gemeenschappen, de media en alle niet-gouvernementele verenigingen en particuliere en publieke stichtingen die waarschijnlijk kunnen bijdragen tot de ontwikkeling of tot de externe dimensie van interne beleidsmaatregelen.
3. For the purposes of this Regulation, civil society actors shall include non-governmental organisations, organisations representing indigenous peoples, local citizens' groups and traders' associations, cooperatives, trade unions, organisations representing economic and social interests, local organisations (including networks) involved in decentralised regional cooperation and integration, consumer organisations, women's and youth organisations, teaching, cultural, research and scientific organisations, universities, churches and religious associations and communities, the media and any non-governmental associations and private and public foundations likely to contribute to the development or the external dimension of internal policies.

24. veroordeelt de intimidatie van en rechtstreekse aanvallen op maatschappelijke organisaties en de persoonlijke laster en smaad jegens prominente activisten van deze organisaties; is verheugd over de door de regering ingevoerde mechanismen voor de raadpleging van maatschappelijke organisaties, maar is bezorgd over het feit dat er geen systematisch en transparant mechanisme bestaat voor de raadpleging van het maatschappelijk middenveld over beleid voor nationale ontwikkeling, wetgeving, programma's en andere strategische documenten; benadrukt dat de maatschappelijke organisaties op niet-selectieve wijze bij het beleidsvormingsproces moeten worden betrokken om een doeltreffend publiek debat te bevorderen en belanghebbenden bij het toetredingsproces van het land te betrekken; beklemtoont de cruciale rol van de maatschappelijke organisaties voor het verbeteren van de regionale samenwerking op sociaal en politiek gebied; prijst de aanneming van de nieuwe wet inzake verenigingen van burgers en dringt bij de autoriteiten aan op de uitvoering van de bepalingen inzake organisaties van algemeen nut door zo spoedig mogelijk voor financieringsregelingen te zorgen;
24. Condemns recent cases of intimidation and direct attacks on civil society organisations and personal defamation of their leading activists; welcomes the mechanisms for consulting civil society organisations introduced by the government but is concerned that there is no systematic and transparent mechanism for consulting civil society on national development policies, legislation, programmes or other strategic documents; stresses the need to involve civil society organisations in the policy-making process in an unselective manner in order to stimulate effective public debate and include stakeholders in the accession process of the country; stresses the crucial role of civil society in contributing to enhanced regional cooperation on social and political aspects; commends the adoption of the new Law on Citizen's Associations and urges the authorities to implement the provisions on ‘public benefit’ organisations by securing funding schemes as soon as possible;

2. Niet-overheidsactoren die uit hoofde van deze verordening in aanmerking komen voor financiële hulp zijn met name: niet-gouvernementele organisaties, organisaties van autochtone bevolkingsgroepen, lokale burgergroeperingen en verenigingen van handelaren, coöperaties, vakbonden, organisaties die economische en sociale actoren vertegenwoordigen, plaatselijke organisaties (en netwerken daarvan) die actief zijn op het gebied van gedecentraliseerde regionale samenwerking en integratie, consumentenorganisaties, vrouwen- en jongerenorganisaties, onderwijs-, culturele, onderzoeks- en wetenschappelijke organisaties, universiteiten, kerken en religieuze verenigingen of gemeenschappen, de media, en alle niet-gouvernementele organisaties en onafhankelijke stichtingen die een bijdrage kunnen leveren aan ontwikkeling of aan de externe dimensie van binnenlands beleid.

Recalls that juristic personality is imputable to an organisation in accordance with the characteristics it has, and that these characteristics depend on the provisions defining the organisation as established by those who come together to form it; hence the question whether personality in international law is imputable to an organisation of states has to be answered in the light of the characteristics it has under the treaties between states which establish it. What determines the issue is whether the organisation is to be considered an entity competent to act in its own name and to bear rights and duties of its own, or does no more than constitute a framework of action by other subjects whose rights and duties are affected by acts and decisions undertaken in the framework of the association;
