Gezien de tijdelijke aard van de financiële consequenties die voortvloeien uit de vaststelling van overtollige voorraden voor verschillende landbouwproducten in bepaalde nieuwe lidstaten, moeten de overeenkomstige, door de lidstaten te betalen bedragen, worden geboekt op de communautaire begroting.

Volgens de Toetredingsakte dienen de nieuwe lidstaten, net als bij vorige uitbreidingen, voor eigen rekening de overtollige hoeveelheden landbouwproducten, en met name de overtollige hoeveelheden suiker, uit het vrije verkeer op hun grondgebied te hebben weggewerkt op de datum van toetreding tot de EU. Die verplichting houdt geen straf voor de nieuwe lidstaten in, maar moet eerder gezien worden als compensatie voor de extra lasten voor de communautaire begroting die mogelijk voortvloeien uit de aanwezigheid van overtollige hoeveelheden op de landbouwmarkten.
(EN)According to the Act of Accession, similarly to previous enlargements, the new Member States must eliminate at their own expense the surplus quantities of agricultural products, and of sugar in particular, in free circulation within their territory at the date of accession to the EU That obligation does not amount to a penalty imposed on the new Member States, but rather to a compensation for the additional burden on the Community budget which may arise from the existence of surplus quantities on the agricultural markets.
