The Ministers reiterated their view that the Israeli settlements in the Occupied Territories and the Palestinian Autonomous Area were illegal under international law and constituted an obstacle to peace and expressed their conviction that a total halt to work linked to the settlements was indispensable to progress in the Peace Process.
