B. whereas the Palestinian National Authority has successfully implemented its state-building plan “Palestine: Ending occupation, Establishing the State”; whereas the Ad Hoc Liaison Committee Meeting (AHLC) held in Brussels on the 13th of April 2011 welcomed the assessment of the World Bank, the IMF, and the UN that the Palestinian Authority is above the threshold for a functioning state in the key sectors they studied, and that Palestinian institutions compare favourably with those in established states;

Notes the initiative by the Israeli Ministry of Environment to elaborate a master plan for landscape development in the Lower Jordan River area; asks the Jordanian Government and the Palestinian Authority to take similar initiatives with the aim of adopting master plans for the rehabilitation of sections of the River that flow through their respective territories, provided that Israel permits the Palestinian National Authority to have access to the Lower Jordan River pursuant to relevant United Nations Security Council resolutions and international law; notes that such master plans could become a basis for a comprehensive regional plan to rehabilitate and protect the Lower Jordan River area; and notes Palestinian National Authority plans to establish a West Ghor Canal, envisioned in the 1955 Johnston Plan, for the irrigation of Palestinian riparian areas of the occupied West Bank;

Commends the fact that, even before publication of the roadmap on 30 April 2003, the Palestinian Authority had embarked on some of the institutional reforms called for by the Quartet and by Israel, such as reform of the Palestinian Ministry for Finance, and the creation of the post of prime minister; at the same time regrets that the Prime Minister, Mahmoud Abbas, who had been appointed with the full support of all Palestine's institutions, including the Legislative Council, has resigned; calls on the Palestinian Authority to pursue these reforms and urges it to do everything in its power to enable the Prime Minister to perform his duties; states its intention to invite the Palestinian Prime Minister to appear at a meeting of the Foreign Affairs Committee as soon as possible;
