49. deelt de mening van de Commissie dat een „dynamische aanpak” van ABS in sommige gevallen tot belangrijke politieke resultaten kan leiden, namelijk wanneer begrotingssteun wordt verleend aan landen die een systeem voor het beheer van de overheidsfinanciën hebben dat zwakke punten vertoont, maar die hun best doen om hervormingen uit te voeren en hierin ook vooruitgang laten zien; is echter ernstig bezorgd over het feit dat twaalf van de niet-kwetsbare ACS-landen die volgens de landenstrategiedocumenten van het tiende EOF ABS zullen ontvangen en vijf landen met een ABS-programma in Latijns-Amerika in de editie 2009 van de door Transparency International gepubliceerde Corruption Perception Index zijn voorzien van de beoordeling „rampant corruption” (algemeen heersende corruptie), wat betekent dat zij lager dan drie scoorden op een schaal van 10 (zeer correct) tot 0 (zeer corrupt); spoort de Commissie aan om adequate, strenge en transparante monitoringmethoden te ontwikkelen en ervoor te zorgen dat de EU-delegaties over voldoende en adequate leden beschikken, voordat wordt overgaan tot ABS in begunstigde landen met een dergelijk hoog fiduciair risico; verzoekt in dit verband de EDEO om zijn politieke rol ten volle uit te oefenen door actief deel te nemen aan de ontwikkeling van de politieke doelen van de begunstigde landen op het gebied van corruptiebestrijding en de vorderingen bij de verwezenlijking van die doelen te controleren;

Shares the view of the Commission that in some cases, a ‘dynamic approach’ to GBS may lead to important political results, when budget support is given to countries which demonstrate weaknesses in public finance management but which are committed to reform and show progress in implementing reforms; is, however, deeply concerned that 12 of the non-fragile ACP countries for which GBS has been planned in the country strategy papers for the Tenth EDF and five Latin American countries with GBS programmes, are classified in the 2009 Corruption Perception Index by Transparency International as having ‘rampant corruption’ which means that they scored less than three on a scale from 10 (very clean) to zero (highly corrupt); urges the Commission to develop adequate, strict and transparent monitoring methods and to ensure that sufficient and adequate staff are present in the Union Delegations before engaging in GBS in recipient countries with such high fiduciary risks; in this context, calls on the EEAS to fully exercise its political role by active participation in developing the political goals of the recipient countries in terms of the fight against corruption and ensuring progress towards their achievement;

11. onderstreept het enorme belang van de bestrijding van corruptie en georganiseerde misdaad voor het functioneren van de rechtsstaat in het land; is verheugd over de recente goedkeuring van diverse wetten die verband houden met de bestrijding van corruptie, en moedigt de Servische autoriteiten aan zich te richten op een doeltreffende uitvoering daarvan; spreekt echter zijn bezorgdheid uit over de gebrekkige uitvoering en de toenemende invloed van de uitvoerende macht op het werk van onafhankelijke instellingen en de media; wijst er in dit verband op dat Servië op de Corruption Perception Index (CPI) de afgelopen drie jaar niet is gestegen; benadrukt dat niet alleen lippendienst, maar werkelijke politieke wil nodig is om corruptie te bestrijden; moedigt de regering aan om blijk te geven van sterk leiderschap bij de corruptiebestrijding; is evenzo voldaan over het besluit van het Constitutioneel Hof dat het bekleden van verschillende publieke functies in strijd is met de grondwet, omdat dit een stap is naar meer transparantie in de publieke sector, waardoor het risico van belangenverstrengeling wordt verminderd; onderstreept evenwel dat de onderling verweven belangen van politieke partijen en particuliere belangen systemische corruptie in de hand werkt, een veelvoorkomend probleem in de regio dat nog steeds wijdverbreid is, en dringt aan op een geloofwaardige staat van dienst wat betreft de vervolging van belangrijke gevallen en op de instelling van een adequaat beschermingssysteem voor personen die gevallen van corruptie aangeven; benadrukt tevens dat de corruptie in de gezondheidssector bijzonder zorgwekkend is; dringt er bij de regering op aan een vervolg te geven aan de bevindingen over systemische corruptie op hoog niveau, die zijn gemeld door de Raad voor corruptiebestrijding en het Agentschap voor corruptiebestrijding, alsmede om ervoor te zorgen dat deze instanties over voldoende financiële en administratieve middelen beschikken om hun werk uit te v ...
11. Underlines the utmost importance of the fight against corruption and organised crime for the rule of law in the country; welcomes the recent adoption of several laws related to the fight against corruption and encourages the Serbian authorities to focus on their effective implementation; but expresses its concern about the lack of implementation and the increasing influence of the executive branch on the work of independent institutions and the media; points out, in this regard, that the position of Serbia in the Corruption Perception Index has not improved over the last three years; stresses that not only declaratory but genuine political will is needed to combat corruption; encourages the government to build up strong leadership over the anti-corruption processes; equally, welcomes the decision of the Constitutional Court on the unconstitutionality of holding several public functions as a step towards greater transparency in the public sector, lowering the risk of conflicts of interests; underlines, however, that intertwined interests of political parties and private interests sustain systemic corruption, a common problem in the region which continues to be widespread, and calls for a credible record of prosecution of high-level cases and for implementation of an appropriate protection system for the persons who report it; underlines likewise that corruption in the health sector is a particular concern; urges the government to follow up on the findings of high-level and systemic corruption identified by the Anti-Corruption Council and Anti-Corruption Agency as well as to ensure that these agencies have adequate financial and administrative resources to perform their work and to give more high-level support to the anti-corruption strategy;
