46. verzoekt de Raad voorts om positieve maatregelen te overwegen als Iran toezegt om de verrijking van uranium tot maximaal 5% te beperken, alle uraniumvoorraden met een verrijking die boven dit niveau ligt te exporteren voor verwerking in splijtstofstaven voor civiele nucleaire doeleinden en alle aspecten van zijn nucleaire programma open te stellen voor de Internationale Organisatie voor atoomenergie (IAEA), zodat de IAEA kan controleren dat het nucleaire programma van Iran volledig civiel van aard is; verzoekt de VV/HV en de Raad om reactivering van het diplomatieke overleg met betrekking tot andere aangelegenheden die van wederzijds belang zijn voor de EU en Iran, zoals regionale veiligheid, de mensenrechten en de situatie in Syrië, Afghanistan, Irak en de Perzische Golf; verzoekt Iran een constructieve rol in de regionale veiligheid te spelen;

Furthermore, calls on the Council to consider positive measures, if Iran commits itself to capping uranium enrichment at below 5 %, exporting all stocks of uranium above this level for reprocessing into fuel rods for civilian nuclear purposes, and fully opening all aspects of its nuclear programme to the International Atomic Energy Agency (IAEA), so that the IAEA can verify that Iran’s nuclear programme is entirely civilian; calls on the VP/HR and the Council to reopen the diplomatic negotiations on other issues of mutual interest to the EU and Iran, such as regional security, human rights, and the situation in Syria, Afghanistan, Iraq and the Persian Gulf; calls on Iran to play a constructive role in regional security;
