TRADUCTIONS EN CONTEXTE

Op 22 oktober 2014 hebben het Europees Parlement en de Raad Verordening (EU, Euratom) nr. 1141/2014 vastgesteld die Verordening (EG) nr. 2004/2003 intrekt en nieuwe regels vastlegt voor onder meer de financiering van politieke partijen en politieke stichtingen op Europees niveau, in het bijzonder wat betreft de voorwaarden voor financiering, de toekenning en de verdeling van de financiering, donaties en bijdragen, de financiering van campagnes voor verkiezingen voor het Europees Parlement, vergoedbare uitgaven, een financieringsverbod, rekeningen, verslaglegging en audit, uitvoering en controle, sancties, samenwerking tussen de Autoriteit voor Europese politieke partijen en stichtingen, de ordonnateur van het Europees Parlement en de lidstaten, en transparantie.
On 22 October 2014 the European Parliament and the Council adopted Regulation (EU, Euratom) No 1141/2014 repealing Regulation (EC) No 2004/2003 and laying down new rules for, inter alia, the funding of political parties and political foundations at European level, in particular with regard to funding conditions, the award and distribution of funding, donations and contributions, financing of campaigns for elections to the European Parliament, reimbursable expenditure, the prohibition of funding, accounts, reporting and audit, implementation and control, penalties, cooperation between the Authority for European political parties and foundations, the Authorising Officer of the European Parliament and the Member States, and transparency.

Volgens artikel 10 van het Verdrag betreffende de Europese Unie en artikel 12, lid 2, van het Handvest van de grondrechten van de Europese Unie dragen de politieke partijen op Europees niveau bij tot de vorming van een Europees politiek bewustzijn en tot de uiting van de politieke wil van de burgers van de Unie.
Article 10 of the Treaty on European Union and Article 12(2) of the Charter of Fundamental Rights of the European Union state that political parties at European level contribute to forming a European political awareness and to expressing the political will of the citizens of the Union.

Unless otherwise specified in this Regulation, the regulations governing political parties at European level and the rules regarding their funding are laid down in Regulation (EC) No 2004/2003 of the European Parliament and of the Council of 4 November 2003 on the regulations governing political parties at European level and the rules regarding their funding .

3. Bijdragen aan een politieke partij op Europees niveau van nationale politieke partijen die lid zijn van een politieke partij op Europees niveau of van een natuurlijk persoon die lid is van een politieke partij op Europees niveau zijn wel toegestaan.
3. Contributions to a political party at European level from national political parties which are members of a political party at European level or from a natural person who is a member of a political party at European level shall be admissible.

„politieke stichting op Europees niveau”: een entiteit/netwerk van entiteiten met rechtspersoonlijkheid in een lidstaat die/dat verbonden is met een politieke partij op Europees niveau en waarvan de activiteiten, binnen de doelstellingen en fundamentele waarden die de Europese Unie nastreeft, het bereiken van de doelstellingen van de politieke partij op Europees niveau dichterbij kunnen helpen brengen, in het bijzonder door:
“political foundation at European level” means an entity or network of entities which has legal personality in a Member State, is affiliated with a political party at European level, and which through its activities, within the aims and fundamental values pursued by the European Union, underpins and complements the objectives of the political party at European level by performing, in particular, the following tasks:

De bijdragen aan een politieke partij op Europees niveau van nationale politieke partijen of van een natuurlijk persoon mogen echter niet meer bedragen dan 40 % van de jaarlijkse begroting van deze politieke partij op Europees niveau.
Contributions to a political party at European level from national political parties or from a natural person shall not exceed 40 % of the annual budget of that political party at European level.

5. Indien de politieke partij op Europees niveau waarmee een politieke stichting op Europees niveau banden heeft haar status verliest, wordt de betrokken politieke stichting op Europees niveau van financiering op grond van deze verordening uitgesloten.
5. If the political party at European level with which a political foundation at European level is affiliated forfeits its status, the political foundation at European level in question shall be excluded from funding under this Regulation.

3. Komt het Europees Parlement tot de bevinding dat een politieke partij op Europees niveau niet langer aan één van de voorwaarden van artikel 3, onder a), b) en c), voldoet, dan verliest de partij hierdoor haar hoedanigheid van politieke partij op Europees niveau en wordt zij van financiering op grond van deze verordening uitgesloten.
3. If the European Parliament finds that any of the conditions referred to in Article 3(a), (b) and (c) is no longer satisfied, the relevant political party at European level, which has for this reason forfeited this status, shall be excluded from funding under this Regulation.
