TRADUCTIONS EN CONTEXTE

M. overwegende dat de Commissie in haar Trade and Investment Barriers Report 2011 de volgende drie belangrijkste Japanse niet-tarifaire handelsbelemmeringen noemt: moeilijkheden bij inschrijving op openbare aanbestedingen, onvoldoende erkenning van internationale normen voor medische apparatuur en de voorkeursbehandeling voor Japanse bedrijven in de financiële sector (bijv. de posterijen),

‘In the absence of such standards and/or specifications, Member States shall encourage the implementation of international standards or recommendations adopted by the International Telecommunication Union (ITU), the European Conference of Postal and Telecommunications Administrations (CEPT), the International Organisation for Standardisation (ISO) and the International Electrotechnical Commission (IEC)’.

The spectrum management provisions of this Directive should be consistent with the work of international and regional organisations dealing with radio spectrum management, such as the International Telecommunications Union (ITU) and the European Conference of Postal and Telecommunications Administrations (CEPT), so as to ensure the efficient management of and harmonisation of the use of spectrum across the Community and between the Member States and other members of the ITU.

Toch zal ik het verslag-Ferber steunen, in de hoop dat tenminste in mijn eigen land een grotere concurrentie in de posterijen leidt tot verbetering van de dienstverlening. De posterijen zijn in Italië een overheidsdienst die weliswaar gedeeltelijk is geprivatiseerd, maar toch alleen maar een kostenverzwaring heeft opgeleverd terwijl de dienstverlening bepaald niet aan de Europese normen voldoet.

In zijn conclusies verzoekt de Europese Raad bijvoorbeeld de lidstaten, de Raad en de Commissie onder meer alles in het werk te stellen om de liberalisatie in zeer specifieke sectoren (gas, elektriciteit, posterijen, vervoer, enz.) te voltooien.

Het is namelijk heel goed mogelijk dat de liberalisering van de posterijen - zoals we gezien hebben in andere sectoren in de Unie - leidt tot concentratie van grote bedrijven die alle voordelen van de theoretische liberalisering tenietdoen.
I therefore wonder whether the Commission’s package on postal liberalisation will include the preservation of free competition, because it is very possible that – as has happened in most sectors in the Community today – it will lead to concentrations of large companies which will cancel out the benefits of this theoretical liberalisation.
