5. geeft in dit verband uiting aan zijn ernstige bezorgdheid over het ontslag van de procureur-generaal en herinnert de regering eraan dat het ambt van procureur-generaal volgens de grondwet van Maldiven een onafhankelijk grondwettelijk orgaan is en dat de procureur in staat gesteld moet worden zijn legitieme grondwettelijke mandaat te vervullen zonder arbitraire politieke interferentie of intimidatie door andere regeringsorganen;
5. Expresses its strong concern, in this context, about the dismissal of the prosecutor‑general, and reminds the government that the prosecutor-general’s office is an independent constitutional body under the Maldives constitution and that the prosecutor-general must be enabled to carry out his legitimate constitutional mandate without arbitrary political interference or intimidation by other branches of government;

– having regard to the request for waiver of the immunity of Béla Kovács in connection with an investigation to be carried out by the Central Chief Prosecution Office of Hungary, forwarded on 12 May 2014 by Dr Péter Polt, the Prosecutor-General of Hungary, and announced in plenary on 3 July 2014; having regard to the further explanations provided by Dr Polt in his letters of 16 October 2014 and 23 March 2015 and to the exchange of views held with Dr Polt at the meeting of the Committee on Legal Affairs on 14 July 2015,

13. wijst er, gezien de ambitieuze doelstelling van het programma van Stockholm om vóór 2014 de helft van de rechters, procureurs, gerechtelijke ambtenaren en andere beroepskrachten die bij de Europese samenwerking betrokken zijn, Europese opleidingsprogramma's aan te bieden, en zijn eigen oproep om daarbij vooral van de bestaande vormingsinstellingen gebruik te maken, op dat het netwerk van voorzitters van de hoge rechtscolleges, het Europees netwerk van raden voor de rechtspraak, de Vereniging van Raden van State en hoge administratieve rechtscolleges en het Eurojustitie-netwerk van Europese procureurs-generaal, de gerechtelijke ambtenaren en rechtsbeoefenaars een wezenlijke inbreng kunnen leveren door de beroepsopleiding voor rechters en het wederzijds begrip voor de rechtssystemen van andere lidstaten te coördineren en te stimuleren en grensoverschrijdende geschillen en problemen eenvoudiger te helpen oplossen, en vindt dan ook dat hun werkzaamheden vergemakkelijkt moeten worden en voldoende financiële middelen moeten krijgen; dit moet leiden tot een volledig gefinancierd plan voor een Europese opleiding van magistraten, dat wordt opgesteld in samenwerking met de hiervoor genoemde justitiële netwerken, waarbij onnodige doublures van programma's en structuren moeten worden voorkomen en dat moet uitmonden in de oprichting van een Europese academie voor de magistratuur, samengesteld uit het Europees netwerk voor justitiële opleiding en de Europese academie voor rechtswetenschappen;

Bearing in mind the Stockholm programme's ambitious goal of offering European training schemes to half of the judges, prosecutors, judicial staff and other professionals involved in European cooperation before 2014, and its call for the existing training institutions in particular to be used for this purpose, points out that the Network of the Presidents of the Supreme Judicial Courts, the European Network of the Councils for the Judiciary, the Association of the Councils of State and Supreme Administrative Jurisdictions and the Eurojustice network of European Prosecutors-General, court officers and legal practitioners have a huge amount to offer by coordinating and promoting professional training for the judiciary and mutual understanding of other Member States' legal systems and making it easier to resolve cross-border disputes and problems, and therefore considers that their activities must be facilitated and receive sufficient funding; further considers that this must lead to a fully funded plan for European judicial training drawn up in liaison with the abovementioned judicial networks, while avoiding unnecessary duplication of programmes and structures, and that it should culminate in the creation of a European Judicial Academy composed of the European Judicial Training Network and the Academy of European Law;
