To avoid repeating this experience, Member States should integrate environment and climate objectives in their funding strategies and programmes for economic, social and territorial cohesion, rural development and maritime policy, prioritise the early uptake of funding for the environment and climate change and reinforce the capacity of implementing bodies to deliver cost-effective and sustainable investments in order to secure the necessary adequate financial support for investments in these areas.

Under the fifth Framework Programme for Research, Technological Development and Demonstration (1998-2002) many projects contributing to the development and implementation of TEN-T policies had been already initiated in several key actions and programmes: key action 2 'Sustainable mobility and intermodality' and key action 3 'Land transport and marine technologies' in the Competitive and Sustainable Growth programme, key action 5 'Cleaner energy systems, including renewable and key action 6 'Economic and efficient energy for a competitive Europe' in the Energy, Environment and Sustainable Development programme as well as in the Information Society Technologies programme.

The ex-post evaluation report shall also examine the extent to which integration of environment and climate objectives into other Union policies has been achieved and, to the extent possible, the economic benefit achieved through the LIFE Programme as well as the impact and added value for the communities involved.

This choice may seem baffling when compared with the limited resources allocated to the project - EUR 137 million over seven years - in view of the task which the Commission has set itself. Admittedly, the programme is not aimed at funding the operational security of critical infrastructure as such. However, it is intended to reduce the vulnerability of such infrastructure where the alteration or halting of their activity might have serious repercussions on human lives, the environment, economic and financial activity, or the functioning of democracy and the rule of law in all or part of the European Union.

9. betreurt het dat onvoldoende rekening is gehouden met de milieu- en duurzaamheidsaspecten daarvan en dringt er eens te meer op aan dat het effect van Europese beleidsvormen en van Europese wetgeving op deze aspecten zorgvuldig moet worden geëvalueerd; dringt er bij de lidstaten op aan zich in te zetten voor een ambitieus EU-programma voor de ontwikkeling van schone technologieën; onderstreept het belangrijke potentieel van dergelijke initiatieven voor het milieu, de economische groei en de werkgelegenheid en voor het sociaal welzijn; ziet vol verwachting uit naar het actieprogramma milieutechnologie van de Commissie;

Regrets that the environmental and sustainability aspects have not been properly taken into account and insists again that the impact of European policies and legislation on these aspects should be carefully assessed; calls on the Member States to promote an ambitious EU plan for development of clean technologies; insists on the potential of such an initiative for the environment, growth and employment, and social welfare; looks forward to the Commission's action plan on environmental technologies;
