Artikel 2 van Protocol nr. 14 bij de verdragen (betreffende de eurogroep) bepaalt: "De ministers van de lidstaten die de euro als munt hebben, kiezen met een meerderheid van die lidstaten een voorzitter voor de duur van tweeënhalf jaar".

Stresses that the internal rules of the European Parliament offer a sufficient margin of manoeuvre to organise specific forms of differentiation on the basis of political agreement within and among the political groups in order to provide for appropriate scrutiny of the EMU; recalls that Article 3(4) TEU states that ‘the Union shall establish an economic and monetary union whose currency is the euro’, and that Protocol 14 on the Eurogroup refers to ’the need to lay down special provisions for enhanced dialogue between the Member States whose currency is the euro, pending the euro becoming the currency of all Member States’; points out that, if this supposedly transitory situation is to last, an appropriate accountability mechanism for the current euro area and the Member States committed to joining must be considered within Parliament;

Recognising how important it is that all Member States of the European Union take part in achieving economic convergence, but also recognising that euro area countries are in a different situation from other Member States, as they do not have the exchange rate mechanism at their disposal if they need to adjust relative prices and that they share responsibility for the functioning of the European Monetary Union as a whole, the new rules, based on the other recommendations in this resolution and Article 136 TFEU and Protocol (No 14) thereto on the Euro Group, aim to:
