HERINNERT aan de noodzaak om, bij de ontwikkeling van de middellange- en langetermijnstrategie van de EU inzake klimaatverandering en bij het op gang brengen van een proces tussen alle partijen bij het Raamverdrag van de Verenigde Naties inzake klimaatverandering (UNFCCC), te bezien hoe dit verdrag verder kan worden uitgevoerd, opdat de uiteindelijke doelstelling ervan kan worden verwezenlijkt door een regeling voor de periode na 2012 uit te werken, een zo breed mogelijke samenwerking tussen alle landen te waarborgen, alle belangrijke broeikasgassen, sectoren en reductieopties te omvatten, tot technologische vernieuwing aan te zetten, een optimale mix van push- en pull-beleidsmaatregelen te gebruiken, de overdracht van technologie naar de juiste markten te bevorderen en te voorzien in een bestendig gebruik van marktgerichte, flexibele instrumenten.
1. RECALLS the need, in developing the EU’s medium and long-term strategy to combat climate change and initiating a process among all Parties to the United Nations Framework Convention on Climate Change (UNFCCC), to explore how further to implement this Convention to achieve its ultimate objective by developing a post-2012 arrangement, to ensure the widest possible co-operation by all countries, include all important greenhouse gases, sectors and mitigation options, drive technological innovation, employing an optimal mix of “push” and “pull” policies, promote the transfer of technologies to appropriate markets, and provide for the continued use of market-based and flexible instruments.

BENADRUKT dat de klimaatveranderingsstrategie van de EU zodanig zal moeten zijn dat zij naar een zo breed mogelijke samenwerking tussen alle landen streeft, alle belangrijke broeikasgassen, sectoren en reductieopties bestrijkt, tot technologische vernieuwing - vooral in de energie- en de vervoerssector - aanzet door een optimale mix van "push"- en "pull"-beleidsmaatregelen, de overdracht van technologie naar de juiste markten bevordert, voorziet in een bestendig gebruik van flexibele, marktgerichte instrumenten, en de aanpassing aan een onvermijdelijke klimaatverandering in alle landen, met name in de kwetsbaarste ontwikkelingslanden ondersteunt.

WELCOMES the Commission's communication "Winning the battle against global climate change"; NOTES that there is increasing scientific evidence that the benefits of limiting overall global annual mean surface temperature increase to 2°C above pre-industrial levels outweigh the costs of abatement policies; UNDERLINES the importance of the immediate and effective implementation of agreed policies and measures, the need to foster increased public awareness, the need for better focused research and the promotion of stronger cooperation with third countries; EMPHASISES that the EU's future climate change strategy should strive at the widest possible cooperation by all countries, include all important greenhouse gases, sectors and mitigation options, drive technological innovation, employing an optimal mix of "push" and "pull" policies, in particular in the transport and energy sector, promote the transfer of technologies to appropriate markets, provide for the continued use of market-based and flexible instruments, and support the adaptation to unavoidable climate change in all countries, particularly in the most vulnerable developing countries;
