Naar de mening van het EESC komt de voorgestelde verordening te vroeg, gelet op de voor 2016 voorziene evaluatie van de doelmatigheid van de tot nu toe van kracht zijnde regelgeving inzake roaming alsmede gelet op de besluiten betreffende het toekennen van frequentiebanden, zoals die naar verwachting in 2015 zullen worden genomen op de Wereldradiocommunicatieconferentie (WRC 2015) van de ITU-R (sector radiocommunicatie van de ITU, een van de drie sectoren/eenheden van de Internationale Telecommunicatie-Unie (ITU), die bevoegd is voor radiocommunicatie).
In the EESC's view, the regulation pre-empts the planned 2016 review of the effectiveness of the existing rules on roaming and the decisions on allocation of bands which are expected to be taken at the ITU-R (ITU-R — (ITU Radiocommunication Sector) — one of the three sectors (units) of the International Telecommunication Union (ITU), responsible for radio communication) World Radio communication Conference in 2015 (WRC 2015).

Voor de monitoring van het verkeer op specifieke locaties wordt een beroep gedaan op beheerssystemen alsook regel- en informatiesystemen voor de scheepvaart (VTS/VTMIS), die gebruik maken van de informatie van de AIS, kustradars en radiocommunicatie.
Vessel Traffic Services/Vessel Traffic Information and Management Systems (VTS/VTMIS) , using information from AIS, coastal radars and radio communications, are deployed to monitor traffic in specific locations.
