De afgelopen jaren werden de EU en haar lidstaten in toenemende mate geconfronteerd met hybride bedreigingen, onder andere in de vorm van vijandige acties die zijn bedoeld om een regio of staat te destabiliseren.
In recent years, the EU and its Member States have been increasingly exposed to hybrid threats that comprise hostile actions designed to destabilise a region or a state.

Op verzoek van een lidstaat of van een land dat toetredingsonderhandelingen met de Europese Unie voert (hierna „subsidiabele staat” genoemd), kan steun uit het Fonds worden verleend wanneer de levensomstandigheden, het natuurlijk milieu of de economie van een of meer regio’s van die subsidiabele staat ernstige gevolgen ondervinden van een grote of regionale natuurramp op het grondgebied van die subsidiabele staat of van een aangrenzende subsidiabele staat.
1. At the request of a Member State or of a country involved in accession negotiations with the Union, hereinafter referred to as “eligible State”, assistance from the Fund may be mobilised when serious repercussions on living conditions, the natural environment or the economy occur in one or more regions of that eligible State as a consequence of a major or regional natural disaster having taken place on the territory of the same eligible State or of a neighbouring eligible State.

Zendingen bijen en hommels mogen echter ook in de Unie worden binnengebracht uit een deel van een in dat deel 1 opgenomen derde land of gebied dat geografisch en epidemiologisch geïsoleerd is en in de derde kolom van de tabel in bijlage IV, deel 1, afdeling 1, is opgenomen. De staat Hawaï is momenteel in die kolom opgenomen.
However, consignments of bees may be introduced into the Union from a part of a third country or territory listed in that Part 1 which is a geographically and epidemiologically isolated part of the third country or territory and listed in the third column of the table in Section 1 of Part 1 of Annex IV. The State of Hawaii is currently listed in that column.

Op 5 mei 2010 hebben de Verenigde Staten van Amerika de Commissie in kennis gesteld van uitbraken van de kleine bijenkastkever in delen van de staat Hawaï.
On 5 May 2010, the United States notified the Commission of outbreaks of the small hive beetle in parts of the State of Hawaii.

Daarom moet de vermelding van de staat Hawaï in de derde kolom van de tabel in bijlage IV, deel 1, afdeling 1, bij Verordening (EU) nr. 206/2010 met ingang van die datum worden opgeschort.
Accordingly, the listing of the State of Hawaii in the third column of the table in Section 1 of Part 1 of Annex IV to Regulation (EU) No 206/2010 should be suspended from that date.

Doel van dit tweejarige project is te testen in hoeverre zes lidstaten uit deze regio in staat zijn bewakingsgegevens uit te wisselen op het gebied van grenscontrole en de strijd tegen drugshandel, terrorisme, smokkel en mariene verontreiniging.
