Some countries in the region [24] initially refused to take the maize for several reasons, among which human health concerns, environmental considerations, intellectual property rights concerns, the risk of spread of transgenes into their own maize production, and the repercussions such a spread could have on regional and international trade.

The Committee on the Environment, Public Health and Food Safety calls on the Committee on Regional Development, as the committee responsible, to incorporate the following suggestions in its motion for a resolution:

De lidstaten dienen hun nationale (en regionale) stelsels voor OO en innovatie te hervormen en te zorgen voor doeltreffende, adequate randvoorwaarden voor overheidsinvesteringen binnen de in het groei- en stabiliteitspact opgenomen strategieën voor begrotingsconsolidatie (richtsnoer 1), en worden gebruikt om de groei te bevorderen en, waar nodig, op kosteneffectieve wijze het hoofd te bieden aan grote maatschappelijke uitdagingen (zoals energie, efficiënt gebruik van hulpbronnen, klimaatverandering, biodiversiteit, sociale en territoriale cohesie, vergrijzing, volksgezondheid en veiligheid).
Member States should review national (and regional) R D and innovation systems, ensuring effective and adequate framework conditions for public investment within the budgetary consolidation strategies under the Stability and Growth Pact (guideline 1), and orienting them towards higher growth while addressing, where appropriate, major societal challenges (including energy, resource efficiency, climate change, biodiversity, social and territorial cohesion, ageing, health, and security) cost-effectively.
