De concepten "samenhang van noodhulp, rehabilitatie en ontwikkeling" en "humanitaire ontwikkelingshulp" dateren van de jaren tachtig toen zowel mensen uit de academische wereld als uit de praktijk hun bezorgdheid uitspraken over de zogenoemde "grijze zone" tussen humanitaire hulp, rehabilitatie en ontwikkeling.
The concepts of "linking relief rehabilitation and development", and of "developmental humanitarian assistance" originate in the 1980s when both academics and practitioners voiced concern about the so-called "grey zone" between humanitarian assistance, rehabilitation and development (LRRD).

Points out that cultural and creative infrastructures and facilities play an important role in the development of the physical environment of towns and cities, in creating an attractive environment for investment, and, in particular, the rehabilitation and revitalisation of old industrial districts, and that cultural heritage confers value added and adds individuality in the development and renewal of rural areas, especially through its contribution to rural tourism and to preventing the depopulation of these areas; also considers it to be a highly significant factor in the context of strategies for the rehabilitation of old industrial districts, as well as in policies to define the new sectoral spheres of tourism which are appearing and in the redefinition of traditional tourism; believes therefore that the establishment of cultural and creative industries and the development of those which already exist must be supported by means of national, regional and local development strategies, in a partnership between public authorities representing different policy areas, SMEs and relevant civil society representatives;

Stresses that the rehabilitation and reintegration of workers after ill health or an accident at work is vital and applauds the special focus on rehabilitation and reintegration called for in the national strategies; considers that it is important for governments to ensure in their health and safety strategies the obligation of job retention (through training, reallocation of tasks, etc) for people who have experienced physical or mental illness during their working lives;
