Against this background, the Committee of the Regions calls for the holding, on a regular basis, of forums bringing together representatives of local and regional authorities in the Northern Dimension area and the setting up a consultative body, preferably in a existing organisation or instrument, bringing together the horizontal and vertical levels, that is national governments, the Council of Baltic States (CBSS), local and regional authorities, their organisations and trans-Baltic organisations, such as Baltic Sea States Sub-Regional Cooperation (BSSSC), and local and regional representatives from Russia in order to cover the whole Northern Dimension area.

This one year course is divided into four phases: a) A two weeks Intensive Programme in one of the European network universities where students could meet counterparts from other European Union Member States; b) A General course in the University of origin from the 1 st of October until the end of January; c) A specialised course in one of the relevant Universities from the 1st of February until the end of April each University will develop its own specialisation; (specifically Erasmus period abroad) d) A professional traineeship in Specialised International Organisations, NGO's or concerned administrations, from the 1st of May until the end of June.

Met de verordening wordt er een rechtsinstrument op EU-niveau geïntroduceerd in de vorm van een Europese economische samenwerkingsverband (EESV) dat de juridische, fiscale en psychologische problemen moet minimaliseren waar natuurlijke personen, bedrijven, ondernemingen en andere instanties mee te maken krijgen bij samenwerking over de grens.
It introduces a legal instrument at EU level in the form of a European Economic Interest Grouping (EEIG) designed to minimise the legal, fiscal and psychological difficulties that natural persons, companies, firms and other bodies face in cooperating across borders.

Deze overeenkomsten worden gekenmerkt door: a) de democratische basis van de samenwerking (artikel 1). Their main features are: a) a democratic basis for cooperation (Article 1) whereby cooperation between the two regions and the whole of the agreement are based on respect for democratic principles and human rights; b) a future developments clause, enabling both sides to widen and deepen the accord by mutual agreement alone, without the need for fresh formal negotiations; c) an undertaking by both sides to strengthen and diversify cooperation in all areas of common interest, particularly in the economic, financial, trade, social, scientific, technical and environmental spheres, and to promote the process of integration in Central America.
