Emphasises that all base metals, including stainless steels and aluminium, are subject to global competition; considers it urgent for the Commission, in its analysis and comparisons, when defining relevant geographic markets, to take the global market as a reference and not to limit its analysis simply to the internal market; calls for an impact assessment of production capacities, which should consider, inter alia, plant and jobs, to be performed before any decisions are taken by the Commission’s DG Competition, and for its conclusions to be incorporated in the final publicity afforded to stakeholders; calls for a revision of competition policy and state aid rules in order to facilitate public intervention, with the aim of maintaining social and regional cohesion, improving environmental standards and addressing public health concerns; calls for the impact on employment of any decision by DG Competition to be taken into account in advance and be able to lead to an objective justification or, if need be, compensation for employees affected by measures to correct abuses of dominant positions; calls for better involvement of social partners and, in particular, workers’ organisations and trade unions at national and European level to avoid social dumping practices in the sector and ensure the creation of quality employment; calls for the involvement of workers in the industry’s decision-making process;

5. verzoekt de lidstaten meer van een groen aankoopbeleid gebruik te maken ter stimulering van ICT-oplossingen door de overheidsdiensten, die een voorbeeldfunctie vervullen bij het bevorderen van energie-efficiënte oplossingen; dringt er bij de publieke sector, in de eerste plaats de EU-instellingen, op aan dat er gestreefd wordt naar "papierloos" functioneren, documentbeheer, e-overheid, e-administratie, telewerken, video- en televergaderen; verzoekt de Commissie het voortouw te nemen door een actieplan op te stellen voor verlaging van het energieverbruik van de EU-instellingen;
5. Calls on Member States to make further use of "green procurement" in order to encourage the take-up of ICT solutions by their public services, which can set an example in promoting energy-efficient solutions; calls on the public sector, starting with the EU institutions, to make the greatest possible use of "paperless office" policies, document management, e-governance, e-administration, teleworking and video- and teleconferencing; urges the Commission to take the lead by developing an action plan to reduce the energy consumption of EU institutions;
