(25) De via de mededeling van de Commissie van 25 juni 2008 vastgestelde „Small Business Act” , getiteld „Denk eerst klein - een 'Small Business Act' voor Europa”, en die werd herzien via de mededeling van de Commissie van 23 februari 2011, getiteld „De evaluatie van de 'Small Business Act' voor Europa” , onderkent de centrale rol van kleine en middelgrote ondernemingen in de economie van de Unie en beoogt het verbeteren van de algemene benadering van ondernemerschap en het verankeren van het „Denk eerst klein”-beginsel in de besluitvorming.
(25) The ‘Small Business Act’ adopted by the Commission Communication of 25 June 2008 entitled ' ‘Think Small First’- A ‘Small Business Act’ for Europe' and revised by the Commission Communication of 23 February 2011 entitled 'Review of the ‘Small Business Act’ for Europe', recognises the central role played by small and medium-sized enterprises in the Union's economy and aims at improving the overall approach to entrepreneurship and anchoring the ‘Think Small First’ principle in policy-making.

This should support the aims of the Small Business Act, as set out in the Commission Communication of 25 June 2008 entitled ‘’Think Small First‘ - A ’Small Business Act‘ for Europe’.

– (HU) Mijnheer de Voorzitter, commissaris, dames en heren, ik ben het Parlement dankbaar dat het belangstelling heeft getoond voor de Small Business Act en ons daarmee vooral in de gelegenheid stelt om te bespreken wat voor maatregelen we moeten nemen ten aanzien van de verschillende initiatieven die geopperd zijn in verband met de evaluatie van de Small Business Act.
– (HU) Mr President, Commissioner, honourable Members, I am grateful to Parliament for the interest shown in the Small Business Act and the opportunity afforded by this especially to discuss what action we should take with regard to the different initiatives mentioned in relation to the review of the Small Business Act.

2. betreurt echter dat de "Small Business Act" (SBA) geen juridisch bindend instrument is; is van mening dat het werkelijk vernieuwende element van de SBA ligt in de intentie om het principe "denk eerst klein" in het centrum van ieder beleid van de Gemeenschap te plaatsen; verzoekt de Raad en de Commissie zich aan te sluiten bij het streven van het Parlement dit principe als bindende regel in te stellen in een nog nader vast te stellen vorm, om ervoor te zorgen dat het in alle toekomstige communautaire wetgeving correct wordt toegepast;
2. Regrets, however, that the Small Business Act (SBA) is not a legally binding instrument; considers that its truly innovative aspect is its intention to place the "Think Small First" principle at the heart of Community policies; calls on the Council and the Commission to join Parliament in the effort to establish this principle as a binding rule, in a form to be determined, in order to ensure that it is properly applied in all future Community legislation;

– having regard to the Commission Communication of 25 June 2008 entitled "Think Small First" - A "Small Business Act" for Europe (COM(2008)0394) and the accompanying Commission staff working document on impact assessment (SEC(2008)2102),
