Definition: A condition of arrested or incomplete development of the mind, which is especially characterized by impairment of skills manifested during the developmental period, skills which contribute to the overall level of intelligence, i.e. cognitive, language, motor, and social abilities. Retardation can occur with or without any other mental or physical condition. Degrees of mental retardation are conventionally estimated by standardized intelligence tests. These can be supplemented by scales assessing social adaptation in a given environment. These measures provide an approximate indication of the degree of mental retardation. The diagnosis will also depend on the overall assessment of intellectual functioning by a skilled diagnostician. Intellectual abilities and social adaptation may change over time, and, however poor, may improve as a result of training and rehabilitation. Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. TRADUCTIONS EN CONTEXTE

Met dit doel voor ogen en in overeenstemming met het Verdrag betreffende de werking van de Europese Unie en het streven van de Commissie naar sociale dialoog, vraagt de Commissie de sociale partners om advies bij het begin van de tweede fase van de raadpleging van de sociale partners.
To achieve this goal, and in line with the Treaty on the Functioning of the European Union and the Commission's commitment to social dialogue, the Commission is asking the opinion of the social partners by launching the second stage of the social partner consultation.
