Om te kunnen voldoen aan hun eigen solidariteitsverplichting overeenkomstig artikel 222, lid 2, VWEU, moeten de lidstaten hun optreden in het kader van de Raad coördineren; het is derhalve passend te beschikken over een regeling voor coördinatie in het kader van de Raad, met betrekking tot de toepassing door de Unie van de solidariteitsclausule.
