(d) de VN-Veiligheidsraad te verzoeken het Braziliaanse voorstel met als titel "Verantwoordelijkheid bij het beschermen" aan te nemen, om te zorgen voor een zo efficiënt mogelijke toepassing van het R2P-principe die zo min mogelijk schade veroorzaakt, en bij te dragen aan de noodzakelijke ontwikkeling van de bij de tenuitvoerlegging van met name de derde pijler van het R2P-concept te volgen criteria, met inbegrip van de proportionaliteit van de omvang en duur van elke interventie, een nauwkeurige afweging van de gevolgen, een voorafgaande verduidelijking van de politieke doelstellingen en transparantie met betrekking tot de redenering die ten grondslag ligt aan de interventie; aangezien de ontwikkeling van deze criteria garanties kan opleveren die landen die momenteel weigerachtig staan tegenover de R2P-doctrine, kunnen overtuigen van de toepasbaarheid ervan, de controle- en toetsingsregelingen van de goedgekeurde mandaten te versterken, inclusief via de speciaal adviseur van de VN-secretaris-generaal ter voorkoming van genocide, de speciaal adviseur van de VN-secretaris-generaal inzake R2P en de hoge commissaris van de VN voor de mensenrechten, en deze controle- en toetsingsregelingen "eerlijk, voorzichtig en professioneel, zonder politieke inmenging of met twee maten te meten" uit te voeren;
(d) to call on the UNSC to take up the Brazilian proposal ‘Responsibility while Protecting’ in order to ensure the most efficient application of the R2P principle that causes the least harm possible, and contribute to the necessary development of the criteria to be followed when acting to implement in particular the third pillar of R2P, including the proportionality of the scope and duration of any intervention, a thorough balance of consequences, ex ante clarity of the political objectives and transparency in the intervention’s reasoning; given that the development of such criteria may provide guarantees which could persuade countries currently reticent about the R2P doctrine of its applicability, to strengthen the monitoring and review mechanisms of adopted mandates, including through the UN Secretary-General’s Special Advisors on the Prevention of Genocide and on R2P, and the UN High Commissioner for Human Rights, and to conduct these mechanisms ‘fairly, prudently and professionally, without political interference or double standards’;

34. is ingenomen met de verdere uitwerking van het concept van geïntegreerde politie-eenheden (IPU's), d.w.z. krachtige, snel inzetbare, flexibele en interoperabele eenheden die geschikt zijn voor uitvoerende wetshandhavingstaken, en die onder bepaalde omstandigheden ook kunnen worden ingezet in het kader van een militaire operatie, onder militair bevel; staat stil bij de geslaagde toepassing van dit concept in Bosnië-Herzegovina, in het kader van EUFOR Althea, en in Kosovo, in het kader van EULEX; onderstreept de behoefte aan zulke eenheden die speciaal geschikt zijn voor optreden in onstabiele situaties en in het bijzonder tijdens de overgang van militair naar civiel gezag; . beveelt de lidstaten aan in de ontwikkeling van dergelijke capaciteiten te investeren;
34. Welcomes the development of the concept of Integrated Police Units (IPUs), i.e. robust, rapidly deployable, flexible and interoperable forces able to perform executive law-enforcement tasks, which, in certain circumstances, can also be deployed as part of a military operation and under military command; notes the successful application of this concept in Bosnia and Herzegovina as part of EUFOR Althea and in Kosovo within EULEX; highlights the need for such units, which are especially well-suited to intervening in non-stabilised situations and in particular during the transition from military to civilian command; recommends that Member States invest in the development of such capabilities;

13. verzoekt de Commissie in het kader van de noordelijke dimensie een speciaal concept te creëren voor de regionale en grensoverschrijdende samenwerking met Rusland ten aanzien van de regio Kaliningrad en de oostgrens van de Oostzeestaten, en op deze wijze een oplossing te vinden voor de situatie in verband met de grensverdragen, en tevens de enclave Kaliningrad te ontwikkelen tot een proefproject voor de grensoverschrijdende samenwerking met Rusland;
13. Calls on the Commission, in the context of the Northern Dimension, to create a special plan for regional and cross-border cooperation with Russia for the Kaliningrad region and the eastern border of the Baltic States, in order to bring about a solution to the border treaties situation and at the same time to make the Kaliningrad enclave into a pilot region for cross-border cooperation with Russia;

2. De lidstaten moeten maatregelen treffen om ervoor te zorgen dat: a) naast de in artikel 3, lid 5, van het Verdrag van 1929 bedoelde activiteiten het bezit, voor frauduleuze doeleinden, van speciaal voor het namaken van geld bedoelde middelen als criminele activiteit wordt beschouwd; b) naast de in artikel 3, lid 5, van het Verdrag van 1929 bedoelde artikelen [34] (speciaal voor het vervalsen van geld bedoelde middelen) alle middelen in aanmerking worden genomen die speciaal zijn aangepast om geld na te maken, zoals computerprogramma's; c) het concept "artikelen" in de zin van artikel 3, lid 5, van het Verdrag van 1929 ook bestanddelen van muntbeveiliging tegen vervalsing (zoals hologrammen) behelst (artikel 3, lid 1, onder d)).
2.
