Calls on the Commission to carry out a detailed study of the social and economic consequences of the economic and financial crisis, and the adjustment programmes carried out in response to it in the four countries, in order to provide a precise understanding of both the short-term and long-term effects on employment and social protection systems, and on the European social acquis, with particular regard to the fight against poverty, the maintenance of good social dialogue and the balance between flexibility and security in labour relations; calls on the Commission to use its consultative bodies when drafting this study, as well as the Employment Committee and the Social Protection Committee; suggests that the EESC be asked to draft a specific report;

De Commissie verzoekt de lidstaten: – de mogelijkheden te onderzoeken om in samenwerking met regionale autoriteiten het Europees Sociaal Fonds (ESF) te benutten voor bijscholing en omscholing van werknemers, onder meer door het instellen van een speciale financieringsmaatregel voor de staalsector; – de mogelijkheden te onderzoeken om in het kader van de volgende programmeringsperiode in samenwerking met regionale autoriteiten structuurfondsen te benutten, teneinde de sociale gevolgen van de herstructurering in de staalsector te verlichten; – de lopende onderhandelingen over het voorstel voor een verordening betreffende het Europees Fonds voor aanpassing aan de globalisering (EFG) voor de programmeringsperiode 2014-2020[66] af te ronden en te vragen om het in praktijk te brengen; – de dialoog tussen de sociale partners te faciliteren teneinde tot een akkoord te komen over tijdelijke initiatieven voor het behoud van werkgelegenheid, zoals de mogelijkheid arbeidsflexibiliteitsregelingen in te voeren, met name met betrekking tot conjunctuuraanpassingen.
The Commission invites Member States to: – explore the possibility of using together with regional authorities, the European Social Fund (ESF) for workers' retraining and re-skilling, including by setting up a specific funding measure related to the steel sector, – explore the possibility of using structural funds, together with regional authorities, in the next programming period, with a view to alleviate the social impacts of restructuring in the steel sector, – conclude the on-going negotiations on the proposal for a Regulation on the European Globalisation Adjustment Fund (EGF) for the programming period 2014-2020[67] and requesting its use, – facilitate dialogue between social partners in view of reaching an agreement on temporary initiatives to maintain jobs, such as the possibility of introducing labour flexibility schemes, with regard notably to cyclical adjustment.

5. Welcomes the Commission statement that the EU rural development and structural funds should make a substantial contribution towards co-financing the Natura 2000 network; further welcomes the enabling of financing for Natura 2000 from rural development and structural funds; nevertheless, having examined the relevant proposals (structural, rural and Life+), considers them insufficient for the adequate co-funding of the Natura 2000 network and therefore also insists that a dedicated fund be set up for this purpose. Failing that, calls on the Commission to create a specific item dedicated to Natura 2000 financing in the new Financial Instrument for the Environment (LIFE+) in order to ensure the conservation of biodiversity in the network and calls on the Commission to secure the objectives of Natura 2000 in the negotiations on the financial perspectives for the period 2007-2013 and to guarantee that the proposed minimum of €21.35 billion is provided for the management of Natura 2000 as the main pillar of the EU biodiversity strategy.
