Stresses that a professional public administration is instrumental in the successful implementation of all other reforms; therefore welcomes the fact that the Civil Service Law has started to be implemented, and calls for its proper implementation to be pursued in order to enhance administrative capacities, depoliticise public administration and fight corruption in the civil service, to strengthen meritocracy in appointments, promotions and dismissals, to increase the efficiency, transparency, accountability, professionalism and financial sustainability of the civil service, and to enhance good governance at all levels; calls for a strengthening of human resources management, an evaluation system for civil servants and independent monitoring of the implementation of civil service legislation; encourages the finalisation of a comprehensive public administration reform strategy and the continued promotion of depolarisation and knowledge of EU law and decision-making processes; stresses the need to enhance public integrity, to improve public services and to manage public resources more effectively; calls for improved public access to services and information; welcomes in this regard the new law on access to information; calls for a strengthening of the institution of the Ombudsman by giving appropriate follow-up to its findings and recommendations;

In die bijdrage was namelijk sprake van de onafhankelijkheid van het ambtelijk apparaat. Ja, beste collega’s, we zullen met z’n allen één lijn moeten trekken om een eind te maken aan de politieke inkleuring van dat apparaat. Wij willen geen politiek gekleurd, maar een onafhankelijk Secretariaat-generaal! Daar ligt een taak voor u als onafhankelijk voorzitter, mijnheer Poettering.
All of us here in this House must take a stand together to stop this place being run on party lines; we want the administration to be independent rather than politicised, and that is something for you, Mr Poettering, as our independent President, to do something about.

Agrees with the Commission that independent judicial and administrative systems are indispensable if all future members are to be able to fulfil the constitutional requirements of a state based on the rule of law and a democratic society; consequently insists that additional efforts be made in the selection, training and evaluation procedures for judges and officials and in improving their status; calls on the prospective Member States to embark straight away on a reform of their administrative and judicial systems which is coherent rather than fragmentary;
