Zij geven prioriteit aan de aanpassing en modernisering van de economische en sociale structuren van de Mediterrane landen die geen lid zijn van de EU, ten einde de weg te effenen voor de geleidelijke totstandbrenging van een vrijhandelszone, en met name : - de modernisering en ontwikkeling van de particuliere sector, alsook van het juridische en regelgevende kader ervan te bevorderen door meer samenwerking tussen de administraties en stimulering van particuliere investeringen van lokale, regionale en communautaire oorsprong ; - de mogelijke gevolgen van de economische ontwikkeling op sociaal gebied en voor het milieu te verzachten, door met name de gewenste prioriteit te verlenen aan de beleidsvormen, programma's en projecten die het dagelijkse leven van de armste bevolkingsgroepen het meest rechtstreeks beïnvloeden.
They would give priority to the adaptation and modernization of the economic and social structures of the non-EU Mediterranean countries in order to facilitate the progressive establishment of a free-trade area and in particular to: - promote the modernization and development of the private sector, as well as its legal and regulatory environment, by means of greater administrative cooperation and by encouraging private investment from local, regional and Community sources; - mitigate the social and environmental consequences which may result from economic development, by according in particular the requisite priority to the policies, programmes and projects most directly affecting the day-to-day life of the neediest populations.

To that end, they will focus on: - development of infrastructure, particularly in rural areas, to facilitate access to services; - the modernization of telecommunications (legislation, regulations, pricing structure and transparency, privatization, etc.); - access to the information superhighway and to multi-media networks; - transfer of technology, research and training (distance learning, teleworking, SMEs and health); - development of inter-administrative information networks within the Euro-Mediterranean economic area; - cooperation among telecommunications companies in the above areas.

Speaking today in Brussels at a Conference on the Modernisation of Public Services, Mr Padraig Flynn, Commissioner for Employment and Social Affairs underlined the economic and social importance of the public sector in the European Union: it is estimated to employ almost 25 million people i.e. 15% of the active population in areas such as welfare and public health, transport, energy and water supplies, posts and telecommunications, science and education, finance, environmental protection, police and justice or administation.
