Nevertheless, in addition to State aid granted under Community rules common to all sectors, notably the Community framework for Research and Development and the Community guidelines on State aid for rescuing and restructuring forms in difficulty , certain Community instruments governing State aid granted for trade and industrial production apply also to the forest sector, notably the Commission guidelines on national regional aid for 2007–2013 and the Community Guidelines on State Aid for Environmental Protection .

7. verzoekt de Commissie erop toe te zien dat het bevorderen van slimme, duurzame en inclusieve groei via staatssteun wordt uitgevoerd in volledige overeenstemming met geloofwaardige strategieën voor fiscale consolidatie voor de lange termijn; vindt dat de Commissie beter rekening moet houden met de koppelingen tussen het beleid inzake staatssteun en fiscaal toezicht bij het opstellen van de landgebonden aanbevelingen, en verzoekt de lidstaten ook rekening te houden met deze koppelingen bij het opstellen van hun stabiliteits- en convergentieprogramma’s en hun nationale hervormingsprogramma's; onderstreept de behoefte aan een vereenvoudiging van de regels en minder, maar meer gerichte staatssteun, waarbij in het achterhoofd moet worden gehouden dat staatssteun bedoeld is als uitzondering, niet als regel; benadrukt dat het wedijveren om subsidies tussen de lidstaten moet worden voorkomen en vermeden, vooral in tijden van begrotingsbeperkingen in de hele EU;

Calls on the Commission to ensure that promoting smart, sustainable and inclusive growth through State aid is implemented in overall consistency with credible strategies for long-term fiscal consolidation; suggests that the Commission take better account of links between State aid policies and fiscal surveillance in drafting Country Specific Recommendations, and calls on the Member States to take these links into account when drafting their Stability and Convergence Programmes and National Reform Programmes; underlines the need for a simplification of rules and for less, but better-targeted, State aid, keeping in mind that State aid is meant to be an exception, not the rule; emphasises the need to prevent and avoid subsidy races between Member States, particularly in times of tight budgetary constraints across the EU;
