De wijzigingen die de steunregelingen en de samenstelling van het GLB momenteel ondergaan, rechtvaardigen de oprichting van een derde systeem dat transversaal van karakter is en dat direct of indirect bijdraagt aan de stabilisering van de landbouwinkomens. Als de bestaande douanebescherming naar aanleiding van de tijdens de lopende WTO-onderhandelingen gemaakte afspraken aanzienlijk wordt verminderd, dan zullen de communautaire landbouwprijzen veel gevoeliger worden voor de fluctuaties van de dienovereenkomstige marktprijzen. Het is dan ook van essentieel belang dat er maatregelen worden getroffen om in buitengewone omstandigheden de communautaire landbouwprijzen te stabiliseren en op deze wijze indirect bij te dragen aan de stabilisering van de inkomens van de EU-landbouwers.
Should it happen that as a result of the commitments being given in the current WTO negotiations, that there should be a significant reduction in the current levels of tariff protection, Community agricultural prices are going to find themselves far more subject to the fluctuations of the corresponding world prices; this will make it essential to adopt measures which will, in exceptional circumstances, guarantee the stabilisation of Community agricultural prices and thus indirectly contribute to stabilising EU farmers’ incomes.

Als we ervan uitgaan dat ook deze bedrijfstoeslagregeling in de komende jaren veranderingen zal ondergaan waardoor haar huidige toepassingsgebied op het spel komt te staan, dan is het niet meer dan gerechtvaardigd een regeling in te voeren voor de directe stabilisering van de inkomens, met een veel ruimer toepassingsgebied dan alleen de stabilisering van de landbouwprijzen.
Acknowledging that over the next few years, there are going to be changes to the single payment which will deprive it of its current coverage, we need to introduce a system for directly stabilising incomes, with a wider field of action than merely stabilising agricultural prices.
