Overeenkomstig het aan het Verdrag betreffende de Europese Unie en het VWEU gehechte Protocol (nr. 5) betreffende de statuten van de Europese Investeringsbank dienen rechtstreeks bij de EIB ingediende aanvragen betreffende krachtens dit besluit te verrichten EIB-financiering aan de Commissie te worden voorgelegd voor advies over de conformiteit met de toepasselijke wetgeving en beleidslijnen van de Unie.
In accordance with Protocol No 5 on the Statute of the European Investment Bank annexed to the Treaty on European Union (TEU) and the TFEU, applications made directly to the EIB for EIB financing operations to be carried out under this Decision are to be submitted to the Commission for an opinion on the conformity with relevant Union legislation and policies.

7. Onverminderd de bepalingen van artikel 216 van het Verdrag tot oprichting van de Europese Gemeenschap, van artikel 77 van het Verdrag tot oprichting van de Europese Gemeenschap voor Kolen en Staal, van artikel 189 van het Verdrag tot oprichting van de Europese Gemeenschap voor Atoomenergie en van artikel 1, tweede alinea, van het Protocol betreffende de statuten van de Europese Investeringsbank, stellen de vertegenwoordigers van de regeringen van de lidstaten in onderling overleg de bepalingen vast die noodzakelijk zijn voor het regelen van bepaalde problemen die eigen zijn aan het Groothertogdom Luxemburg en die voortvloeien uit het instellen van één Raad en één Commissie die de Gemeenschappen gemeen hebben.
7. Without prejudice to the application of Article 216 of the Treaty establishing the European Community, Article 77 of the Treaty establishing the European Coal and Steel Community, Article 189 of the Treaty establishing the European Atomic Energy Community and the second paragraph of Article 1 of the Protocol on the Statute of the European Investment Bank, the representatives of the Governments of the Member States shall adopt by common accord the necessary provisions for the purpose of dealing with certain problems particular to the Grand Duchy of Luxembourg which arise from the creation of a Single Council and a Single Commission of the European Communities.
