Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). 1. Where residues of substances prohibited under Council Directive 96/22/EC of 29 April 1996 concerning the prohibition on the use in stockfarming of certain substances having a hormonal or thyrostatic action and of ß-agonists , or residues of substances authorised under that Directive but used illegally, are detected pursuant to the relevant provisions of Council Directive 96/23/EC of 29 April 1996 on measures to monitor certain substances and residues thereof in live animals and animal products in an animal belonging to the bovine herd of a farmer, or where a non-authorised substance or product or a substance or product authorised under Directive 96/22/EC but held illegally is found on the farmer's holding in any form, the farmer shall be excluded, for the calendar year of that discovery, from receiving the amounts provided for in this Section.

Onverminderd lid 1 mogen de in bijlage I genoemde stoffen en mengsels of stoffen die deze stoffen bevatten, worden aangeboden aan en in bezit gehouden en gebruikt worden door particulieren in concentraties die de in voornoemde bijlage vermelde grenswaarden overschrijden, mits de particulier een vergunning heeft, die hij op verzoek kan overleggen, voor het verwerven, in bezit houden of het gebruik van de stof of voor de mengsels of stoffen die de bedoelde stof bevatten in een concentratie die hoger is dan de in bijlage I vermelde grenswaarde; deze vergunning moet conform artikel 5 zijn afgegeven door een bevoegde instantie van de lidstaat waar de stof of de mengsels of stoffen die deze stof bevatten zal worden verworven, in bezit gehouden of gebruikt.
2. Notwithstanding paragraph 1, the substances listed in Annex I, or mixtures or substances containing those substances, may be made available to, possessed and used by members of the general public in concentrations higher than those set out in that Annex, provided that the member of the general public obtains, and, if requested, presents a licence for acquiring, possessing or using the substance, or mixture or substance containing the substance, in concentrations higher than those laid down in Annex I, issued in accordance with Article 5 by a competent authority of the Member State where that substance or mixture or substance containing the substance is going to be acquired, possessed or used.
