Early in 2017, following a proposal from the Commission, a Structural Reform Support Programme (SRSP) was agreed by the European Parliament and the Council. This programme is now fully operational and carried out by the Commission's Structural Reform Support Service.

Believes that a successful CMU should enable EU companies of all sizes and at different stages of growth to access EU capital markets in a user-friendly, efficient and low-cost manner; believes that regulation should not complicate listings and should not prevent non-listed companies from becoming listed; stresses the need for a streamlined primary market regulatory regime to facilitate raising funds while ensuring appropriate levels of protection for investors; underlines the potential of innovative market-based funding, in particular the opportunities of financial technologies, including crowdfunding and peer-to-peer loans, and stresses the need to streamline the respective regulatory requirements; asks the Commission to give breathing space for the emergence of these new models and to explore and promote them, giving priority to their cross-border dimension and ensuring the reduction of market entry barriers; calls on the Commission to support those Member States with developing capital markets sectors through its Structural Reform Support Service;

A dedicated Commission team working under the leadership of the Commission's Director-General of the Structural Reform Support Service (SRSS) with the support of the Directorate-General for Migration and Home Affairs (DG HOME) has been on the ground for months, working hand in hand with the Greek authorities to accelerate access to emergency funding, improve the coordination between the various actors, address administrative bottlenecks and facilitate knowledge sharing on border management and relocation.
