3 bis. Bij herindieningen van Horizon 2020-subsidieprojecten stelt de Commissie voorafgaand aan de evaluatie de eerder ingediende projectaanvraag en het bijbehorende 'Evaluation Summary Report (ESR)' ter beschikking aan het nieuwe evaluatiepanel.
3a. Where Horizon 2020 subsidy projects are resubmitted, the Commission shall, before the evaluation, make available to the new evaluation panel the project application previously submitted and the accompanying Evaluation Summary Report (ESR).

Als zodanig vormt de indicator een aanvulling op het scorebord voor de Innovatie-Unie (Innovation Union Scoreboard – IUS) en de beknopte innovatie-index (Summary Innovation Index – SII) van de Commissie (IP/13/270).
As such, it complements the Commission's Innovation Union Scoreboard (IUS) and Summary Innovation Index (SII) (IP/13/270).

(12) In its Communication of 8 July 2009 entitled ‘Executive Summary of the Pharmaceutical Sector Inquiry Report’ the Commission demonstrated that pricing and reimbursement procedures often unnecessarily delay the launch of generic medicines or biosimilar medicinal products in Union markets.
