Notes with concern the relatively modest participation of certain Member States in FP7, which does not contribute to the territorial cohesion and a balanced development in Europe; is of the opinion that a better coordination, coherence and synergy between FP7 and the Structural and Cohesion Funds, as well as a better use of the People programme, could improve the participation of under-represented Member States; believes that by using the Structural Funds to strengthen research infrastructure and foster capacity building in research and innovation, all Member States can be enabled to reach a higher level of excellence (stairway to excellence); welcomes therefore the setting up of the Synergies Expert Group (SEG), set up to find synergies between FP7, the Structural Funds and the CIP; stresses, however, the absolute need to distinguish between criteria for FP7 and Structural Funds, as the principle of excellence (under the sole management and coordination by the Commission) should prevail when allocating FP7 funding in order to ensure maximum added value to RDI in Europe; points out with satisfaction that for the period 2007-2013 within the Cohesion Funds EUR 86 billion is allocated in support for innovation (25% of the total amount), of which the allocation for core research and technological development amounts to EUR 50 billion, equal to the total budget of FP7; stresses the importance of the territorial dimension of RD, taking the specific needs and capabilities of the territories into account when devising policies (‘smart specialisation’); therefore, sees the involvement of regional and local authorities as crucial in enhancing the research and innovation capacity of their region; recommends that the present unspent funds remaining in the EU budget up until the end of 2013 and those programmed for the period 2014-2020 be even more strongly orientated towards innovation, science and research, both in terms of human resources, development and infrastr ...

23. merkt op dat er vooruitgang is geboekt bij de uitvoering van de Algehele aanpak van migratie, die gericht is op het bevorderen van veelomvattende partnerschappen met herkomst- en doorreislanden en het stimuleren van synergie tussen migratie en ontwikkeling; onderstreept de noodzaak van een verder verbeterd gebruik van de voornaamste instrumenten van de totaalaanpak van migratie (mobiliteitspartnerschappen, migratiemissies, migratieprofielen, samenwerkingsplatforms); benadrukt de aanhoudende noodzaak om de doelstellingen van het migratiebeleid in de politieke dialoog met herkomst- en doorreislanden centraal te stellen, alsmede de noodzaak om de beleidssamenhang, in het bijzonder met het ontwikkelingsbeleid, in dit verband te vergroten; is van mening dat de verschillende dialoogprocessen moeten worden gerationaliseerd en dat de synergie tussen migratie en ontwikkeling versterkt moet worden; is van mening dat de inspanningen opgevoerd moeten worden ter ondersteuning van ontwikkelingsprojecten in herkomst- en doorreislanden, die hun levensstandaard en hun regelgevings- en institutionele capaciteit verhogen en hun infrastructuur uitbreiden, teneinde de migratiestromen doeltreffend te beheersen en de eerbiediging van de internationale beschermingsnormen en de toepassing van het beginsel van niet-uitzetting te waarborgen;

Notes that progress has been made in implementing the Global Approach to Migration, which aims to promote comprehensive partnerships with countries of origin and transit and encourages synergies between migration and development; emphasises the need to improve further the use of the main tools of the Global Approach to Migration (mobility partnerships, migratory missions, migration profiles, cooperation platforms); stresses the continuing need to put migration policy objectives at the centre of the political dialogue with countries of origin and of transit, as well as the need to enhance policy coherence in this respect, in particular with development policy; takes the view that the various dialogue processes should be rationalised, whilst the synergies between migration and development should be strengthened; believes that efforts should be stepped up in order to support development projects in countries of origin and transit that raise these countries' living standards, increase their regulatory and institutional capacities, and enhance their infrastructure, in order to manage migratory flows effectively, whilst ensuring respect for international protection standards and the application of the principle of non-refoulement;

D. overwegende dat de „Synergie voor het Zwarte-Zeegebied” (Black Sea Synergy – BSS) de verdienste heeft gehad dat is erkend dat de Zwarte-Zeeregio van strategisch belang is voor de EU en dat de EU sterker betrokken moet zijn bij de regio; overwegende dat de resultaten van de BSS tot dusver beperkt zijn en dat er geen duidelijk en omvattend beeld bestaat van de huidige resultaten van de implementatie van de BSS, waardoor de EU aan de kritiek blootstaat dat zij geen strategische visie heeft op de regio en dat de benadering van de implementatie erg versnipperd is,
D. whereas the Black Sea Synergy (BSS) has had the merit of recognising the Black Sea region as strategic for the EU, together with the need for strengthened EU involvement in the area; whereas BSS results have so far been rather limited and no clear and comprehensive picture exists of the current implementation results of the BSS, exposing the EU to criticism that it lacks a strategic vision for the region and that it is applying a fragmented approach to implementation,

5. is van mening dat versterking van de interactie en bevordering van synergie met andere relevante regionale organisaties het werk van de OVSE alleen maar ten goede kan komen en verzoekt om instelling van duidelijkere en soepelere samenwerkingskaders om deze synergie de bevorderen en te versnellen;
